The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of ICT (Telecom) Engineer.

Purpose

The ICT Engineer oversees technical infrastructure and systems in a wide or complex Area of Responsibility. S/he independently designs, installs, maintains and ensures optimal performance of complex ICT systems. The incumbent provides support for projects deployments, technical compliance, and provides coaching and regularly organize hands-on training for ICT Staff within the Area of Responsibility.

Accountabilities and Responsibilities

Functional Responsibilities:

·       Contribute independently to the definition, documentation and support transition of new standards related to IT and telecommunication infrastructure.

·       Independently lead installations, maintenance and adaptation of large complex IT and telecommunications infrastructure projects according to ICRC standards

·       Monitor ICT installations throughout the Country and in consultation with the ICT Coordinator and Subject Matter Experts,

·       Takes appropriate measures to guarantee that ICT infrastructures are up and running and that policies and procedures are followed

·       Test ICT services and infrastructure, (hardware and software) to ensure optimal performance and compliance.

·       Provide advanced technical support and training on ICT-related matters in the country/region

·       Keep track of equipment allocations, dispatch equipment and follow-up on shipments to and from other ICRC sites.

·       Under the supervision of the ICT Coordinator, take active role in country wide ICT project’s conception, implementation, and verification to ensure optimal run and build activities, etc.

Additional Duties:

·       Externally, interact with local suppliers and with other organizations or partners

·       Internally interact with sites’ management and employees. Also interact with Global Support levels 2 and 3.

·       Understand and adhere to the ICRC Code of Conduct

·       Respect and observe staff regulations and security rules at all times

·       Develops and maintains a pleasant and conducive working environment with colleagues and line managers

·       Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

·       May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Contractual Arrangements

·       Job level: B3

·       Terms of Contract is 12 months, extendable based on the need for the position as well as availability of budget for its continuity. 

Job Requirements

·       MSc/BSc in Computer Science, Telecommunications, electronics or similar field

·       Minimum 4 years’ experience as ICT/Telecom specialist (Junior ICT/Telecom Engineer) or equivalent previous experience

·       1 year of people management experience is a strong asset

·       Certification in project management is an asset

·       Systems and network certifications (CCNA, Windows Server etc)

·       Good knowledge in Telecommunications (VHF, HF, VSATs, PBX, Telephony, etc.)

·       Proven strong competences in Enterprise grade Networking technologies (wired, Wireless, TCP/IP protocols, switching, Routing, SD-WAN, SD-LAN, etc.)

·       Proven technical troubleshooting and problem-solving skills

·       Ability to work independently with minimal supervision, take initiative and make decisions,

·       High degree of flexibility and responsiveness,

·       Able to develop and sustain a network of key contacts,

·       Good negotiation and communications skills.

·       ICT management certification (ITIL) is an asset.

·       Very good language skill in English and Amharic (Knowledge of French is an asset). Additional language(s) an asset.

·       Able to write clear and concise reports, procedures and quality documents,

·       Driving license with experience is a plus
