Job Overview:

The GBV Program Manager will be responsible for planning, leading, executing, monitoring and evaluation of the Gender-Based Violence project in targeted woredas of the region in line with UNICEF project agreement and the GBV AoR.  She/he coordinates prevention of sexual exploitation and abuse, safe and quality GBV prevention, risk mitigation and response services, including case management and PSS, functionality of WGSS center, are ensured to support women, girls, and boys who are survivors, or at risk of violence, abuse, neglect and exploitation. He/she coordinates to increase community awareness and support to prevent and mitigate GBV risks. She/he strengthens capacity of frontline workers (humanitarian, government staff, and community leaders/workers) with a focus on providing quality and timely GBV interventions in line with global minimum standards. He/she enhances collaboration for multi-sector and integrated responses include mainstreaming gender equality and ensure a do-no harm approach for women and girls. The GBV Program Manager will be expected for effective coordination and leadership of a coordinated and comprehensive GBV prevention and   response in targeted areas.

Main responsibilities;

1.     Implement specific project activities:

  • Ensure activities are implemented according to plans and budgets, donor requirements and that activities are executed in line with acceptable quality standard based on National case management frame work and standard operating procedure ways that are responsive to communities’ needs.

  • Participate in concept note and proposal preparation for future development;

  • The GBV program manager is expected to monitor the PSEA and GBV prevention and response program progress regularly and play a leading role for the effective and efficient implementation the program activities as a whole to attain the intended objectives;

  • In collaboration of GBV coordinators, officers, GBV social worker and other staff is responsible for compiling periodic report (weekly, monthly, quarterly and terminal reports and action plans of the program as per the government and donor formats and submit to I1D regional office and line government office;

  • Prepare periodic action plan for each intervention site monitor and ensure the implementation of the plans;

  • Prepare 5 W and situational report on weekly bases and monthly quarterly and semiannual reports using UNICIEF templet of the Project beneficiaries to monitor the progress and contribution of the project to wards target beneficiary in regular bases;

  • Coordinate/facilitate and manage the day-to-day implementation of PSEA: prevention of sexual exploitation  and abuse and gender  based  violence  Prevention ,risk mitigation and response  activities; Apply the project strategies to enhance resilience of  women and adolescent girls  and assessment of key challenges to inclusiveness

  • Develop partners’ MoUs, contracts, partnership frameworks as required for the implementation;

  • Ensure community-based complaints handling mechanism is a tool to collect compliant   from target communities and stakeholders are regularly collected, documented and timely responded;

  • Ensure establishment of PSEA/GBV volunteer focal point in each intervention site and provided with PSEA trainings 

  • Provide update on GBV program implementation status to IMO officer, programs manager, MEAL manger and when necessary to other management team on weekly bases

  • Aggregate the routine monitoring findings, interesting stories, short video clips and incorporate in periodic reports; and share to regional office and GBV AoR;

  •  Manage co-ordination of the partners and other working groups engaged in GBV program implementation. Attend and lead GBV AOR cluster meeting conducted at zonal level and share minute to regional office on biweekly bases;

  • Ensure construction or renovation of WGSS center, equip with the desired material(supplies) and cheek for its proper functionality;

  • Ensure the quality of service delivery in the WGSS center, such skill development training having its own plan and bylaw , Awareness razing( content and duration of time) ,

  • Provide support and follow-up on WGSS activities and ensure quality of services

2.     Capacity building

  • Develop ToR for every professional training (GBViE CM, CMR-clinical Management of Rape, GBV basics and pocket guide, CCCs, GBV-IMS, and WGSS centers) and community-based structures (GBV/PSEA focal persons, volunteer)

  •  Assure copy of training manuals are provided to every trainee

  • Ensure all staff under his/her supervision have got the relevant training

  • Ensure training are timely cascade in each site

  • Make sure awareness rising activities are properly planed and content wise

  • Measure the impact of each training for sustainable project outcomes

  • Conduct mini market assessment and share the finding  

  • Organize tailed skill development training to WGSS participated  

3.     Partnership Development

  • Create smooth relationship with office of Women affair children and youth (Bureau of civil societies (zonal and woreda level women association, CBO & professional associations) for further protection of Girls and Women.

  • Work with Camp coordinators and assure every structure created in the camp is appropriate to address GBV issues and better safe for Girls and Women.

  • Mobilize and support community-based structures including GBV/PSEA focal persons to mobilize resources, and create better protective environment for Girls and Women

  • Promote for the goodwill of Imagine 1Day guided by our core values, culture and leadership

  • Create a short- and medium-term strategy of mobilizing and sharing resource between/among Imagine 1Day and other humanitarian partners.

  • Participate in safety audit programs, and do for further quality project implementation as per of the feedbacks

  • Develop a service mapping and service directory for easy referral linkage.

  • In the Absence of manager Participate in weekly cluster/AoR meetings and share the updates to respective responsible bodies of Imagine 1Day.

  • Participate in different project wise consultative workshops (including 16 day activism) and review meetings.

  • Manage co-ordination of the partners and other working groups engaged in GBV program implementation.

  • Work closely with the program partners: communities, government, private institution and other NGOs in the region;

4.     Participate in Financial and Supply management: 

  • Follow budget utilization based on the allotted amount

  • Facilitate purchase requisition with clear specification for each item to be purchased.

  • Assure NFIs and cash provided from Imagine 1Day are delivered to GBV survivors and women and girls at risk as per of the severity level  and assure the supply distribution list is well documented for both materials provided directly from Imagine 1Day and for those received through referral

  • Assure the quality distribution of Dignity Kit, Prepare distribution selection criteria and distribution plan.

  • Check the cash injection deliverable is provided to appropriate persons and to the intended purpose following Imagine 1Day’s GBV-CVA guideline, Alignment  Cash injection with  Economic empowerment activity    

 5.     Participate in Human Resource Management Activities:

  • Assure the implementation of Imagine 1Day’s policy and work discipline of every staff that comprises child safe guarding and child protection code of conduct policy, harassment policy, PSEA policy, criminal background check policy, crises management and incidence procedure policy, and others

  • Measure the performance of  GBV Program coordinators,  officers , and Participate and guide their subordinates to measure the performance (score card) of their staff including at a time of prohibition period

  • Create a good team spirit, with appropriate provision for having successor.

6.     Monitoring and Evaluation

  • Design a project wise M&E tool pointing qualitative and quantitative measurable checklist that aligns with result framework under the consultation of M&E section

  • Prepare supportive supervision plan 

  • Conduct routine and periodical supportive supervision, to each target area for every activity and provide onsite feed back

  • Facilitate base line/need assessment, and post implementation assessments 

  • Identify best practices and needs of development, and find out a corrective measure for better improvement on the gaps

  • Conduct weekly meeting with all GBV staff and share minute to head office along with the 5W report

  • Regularly monitor potential risks, and implementation challenges and, together with all program staffs and work with other partners towards proactively seeking solutions;

  • Attend, zonal and woreda level workshops and meetings to present the results of the GBV program findings ;

  • Responsible for documentation and sharing of the result findings related to printed, audio visual and related materials

  • Resolving cross-functional issues at project levels.

7.     Reporting, documentation, and communication

  • Prepare and document weekly (5W and situational), monthly, quarterly, bi-annually, annually, and project termination reports following donors format as well as Imagine 1Day’s narrative format.

  • Organize and document reports on: achievements of GBV case management, capacity development including on site trainings, campaigns conducted (mine action, suicide prevention, GBV prevention/risk mitigation/response, and others), supply and NFI distribution, resources received through referral, and other project and situational updates.

  • Develop a success story that show outcome/impact of the intervention, and disseminate it following Imagine 1Day’s communication policy

  • Exercise Imagine 1Day’s structures and communication rules and guidelines. 

  • Share periodic report (monthly, quarterly and semiannually) to Government line office

Job Requirements

  • MA/MSC Sociology, Social Work, Psychology, Social Anthropology, Gender Studies and other related fields

  • Minimum Ten years’ work experience in project coordination, trainings facilitation and management areas in National and International NGO’s

  • Experience to lead projects on emergency and development settings

  • Excellent in all computer skills

  • Experience in reporting to donors in an NGO environment

  • Excellent communication skill in Local Language and English
