Job Description

GOAL is a non-for profit organization that has been working in Ethiopia for over 30 years across all the region of the country towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses Programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

General Description of the Program
Refugees: GOAL has played a significant role in the response to the refugee influx into Ethiopia since 2011, when GOAL began supporting Somali refugees in Dollo Ado refugee camp and the reception centre in Dollo Ado. Today, with funding and support from the European Commission’s Humanitarian Office (ECHO) and the US State Department (PRM), UNHCR, WFP and UNICEF, GOAL Ethiopia is implementing a life-saving response across eight refugee camps in Ethiopia with combined population of over 240,000 refugees. The current camp population for Tierkadi camp is 70,720, Kule 51,562, UNHCR November 2022. Berhale 15,600, Asayita 25,712, Serdo around 3,343. UNHCR January 2023.
Tsore 43,894, Sherkole 12,319, and Bambasi 20,150 (UNHCR December 2022). GOAL is supporting Eritrean, South Sudanese, and Sudanese refugees with essential services, including nutrition services for South Sudanese refugees in two camps in Gambella (Tierkadi and Kule), three camps in Afar (Berhale, Serdo and Asayita) and three camps in Benshangual (Tsore, Sherkole and Bambasi). GOAL provided hot meals for new arrivals In Serdo refugee camps and is providing a comprehensive nutrition program in Serdo camp in Afar Region. GOAL recently began restabilised the Berhale refugee camp programme following the cease fire agreement in the North of Ethiopia.
About the Position:
The Refugee Programme Manager is responsible to ensure a coordinated well managed response for GOAL Ethiopia’s work in the refugee camps, including possible work in new camps that may open due to increasing numbers of refugees. Overall, the Refugee Programme Manager is responsible for ensuring the programme is delivered to international standards and to standards as per agreements with UNHCR and the government Refugee Returnee Service (RRS). In addition, the Refugee Programme Manager is responsible for safety and security, donor liaison, proposal and report writing and budget management. The Refugee Programme manager is responsible for coordination with the relevant authorities, stakeholders, and donors.
Key Areas of Accountability/Duties
Management - oversee the refugee programme in Ethiopia.
Coordination - with UN agencies, NGOs and government departments.
Funding - prepare donor submissions and reports, ensuring that all reports meet the required standards.
Reporting - internal reporting as required by GOAL.
Systems - work with the support functions within GOAL to ensure that they are best supporting the response.
Security - review and monitor the security triggers for operating in these areas and ensure that this information is reported appropriately to senior management, and to take immediate security decisions when necessary to safeguard beneficiaries, GOAL staff and property.
Monitoring and evaluation - ensure that appropriate M&E is collected from the responses in line with programme design requirements, and donor reporting.
Preparedness - review emergency preparedness and emergency response capacity should further shocks be felt and develop ways of working in the ever-changing environment, including refugee influxes and set up of new responses in new camps that may be opened by UNHCR and RRS.
Technical support - work with technical Managers to ensure that the emergency response is adequately supported.
Travel frequently to all areas of operation and address any issues which may be affecting programme quality.
Compliance - ensure logistics, HR and finance protocols are followed by all programmes team members.
Gaps/opportunities - advise senior management on key gaps/opportunities.
Capacity – build the capacities of staff to best ensure quality programme delivery.
Donor visits, etc – support visits, information, etc, as requested by senior management.
Carry out other duties as requested by the Programmee Director (PD).

· At least five years experiences in refugee programmes of which at least one year is in a conflict setting, managing complex emergency responses, with a focus on emergency health and nutrition, working with refugees and IDPs.
· Degree in a relevant discipline, such as international development, humanitarian aid, public health, social sciences, or a related field.
· Proven ability to successfully write proposals to key humanitarian donors such as, PRM, UNHCR, ECHO, etc.
· At least three years at refugee programme management level with demonstrable ability to influence a team of technical and support staff overseeing a large and complex programme.
· Demonstrable previous experience in programme implementation and review.
· Experienced and confident in representation with government at all levels, with institutional donors ( PRM,ECHO, etc) UN agencies, NGOs and government departments.
· Excellent management skills with the ability to quickly reprioritise activities to meet the demands of the programme in a rapidly changing context.
· Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues.
· Commitment to capacity building staff, Proven management ability to lead, motivate and develop staff
· Excellent writing skills.
· Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the programme.
Desirable quality, skill and competence
· Prior work experience in Gambella, Afar and Benshangual regions of Ethiopia and/or regions with a history of chronic and acute crises.
· Prior experience overseeing the implementation of programmes in large-scale emergency response contexts.
· Technical knowledge in health, WASH, Livelihoods and nutrition.
