Job Description

Job Purpose:

 In coordination with field teams, to develop and manage the emergency operations in Ethiopia. You will be responsible for all aspects of the emergency response including planning, program implementation, and internal coordination with quality team (technical advisors), management of partnerships, human resources, finance, logistics, administration, security, and representation.

Main duties & Responsibilities:

Programme Implementation and Partnership

  • In close liaison with the Programmes Director (PD) and the Area Coordinators, ensure consistent internal coordinate in planning, implementation, monitoring and evaluation of emergency programme activities within agreed budget, time frame, quality standards, donor guidelines and requirements.

  • Provide support to Concern staff through regular field visits as security and access allow, development and implementation of robust needs assessments, monitoring plans, capacity building and other identified areas of support.

  • Liaise with other NGOs, local authorities and other relevant stakeholders for effective coordination, cooperation and communication for mutual understanding and acceptance of Concern’s mandate, activities and objectives, project progress and implementation.

  • Identify the needs and recommend appropriate adjustments & course corrections to planned interventions.

  • Ensure the monitoring and evaluation plans (including remote management) become an integral part of programming and are adequately implemented to measure the impact of programme interventions.

  • Oversee the planning, implementation and monitoring and evaluation of programmes, and ensure that emergency programme adheres to Concern and international quality standards, particularly the Core Humanitarian Standard and Sphere standards.

  • Brief the Programme Director and the Senior Management Team on emergency programmes implementation and context (situational) update on a regular basis.

  • Provide strategic technical support to Concern’s partners and oversee implementation of programmatic activities in line with their partnership agreement entered with Concern.

Programme Design and Development

  • Lead the development of project proposal/concept paper, including budget.

  • Monitor the humanitarian context, identify priority needs and response opportunities expand programmes/impact areas.

Finance, Admin and Logistics

  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.

  • Manage day-to-day cash management and ensure cash transactions and management are in line with Concern procedures.

  • Oversee the day-to-day management of logistics (including transport), administration and human resources functions in line with organizational policy and best practice.

  • In conjunction with line management and SMT, oversee and manage longer-term planning within logs, admin and HR functions.

Team Support

  • Coach all team members to ensure they fully understand outcomes which are expected of them.

  • Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

  • Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme.

Coordination and Leadership

  • Participate proactively and contribute in coordination forums, working group and cluster meetings in coordination with Programme Director and Area Coordinators as relevant.

  • Share information on Concern activities and intervention and promote good relations and collaboration with other actors working in the area.

Security

  • Monitor the context and keep PD/CD updated on any changes.

  • Coordinate with Area Coordinators to report security incidents.

  • Ensure implementation of the Security Management Plan and propose updates, as required.

  • Ensure that security protocols are adhered to and support teams in same.

Other

  • Participate in country-level strategic planning initiatives and other duties as determined by line management.

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Emergency response       

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopian Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.

  • Understands local safeguarding structures and arrangements.

  • Practises in a manner that seeks to reduce the risk of abuse, harm or neglect.

  • Identifies and refers to appropriate services any other associated persons including carers, family members and children at risk.

  • Able to document safeguarding concerns, and maintain appropriate record keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

Job Requirements

Personal specification

Essential:

  • Masters in social sciences or a related discipline, or undergraduate degree with more than 5 year experience.

  • At least 3 years' overseas experience in the management and coordination of complex emergency interventions.

  • Excellent writing and communication skills in English

  • Security Management skills and experience.

  • Proven record of effective project and people management, including strong ability to train local staff and to motivate and develop skills of others.

  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.

  • Excellent ability in working with and through with diverse teams both internally and externally.

  • Experience in report and proposal writing.

  • Proven financial management skills.

  • Good command of procurement regulations and practice.

  • Ability to work under pressure.

  • Commitment to Concern’s ethos and values.

  • Flexible, adaptable and patient.

  • Sound IT skills, including Word and Excel.

Desirable:

  • Experience in remote management of multi-sectorial humanitarian response programmes, including application of international quality and accountability initiatives – like the SPHERE/Core Humanitarian Standard.

  • Proven partnership building, influencing and negotiating skills with diverse external audiences/stakeholders, including working partnership with the Government of Ethiopia would be an advantage.
