Short description:

The overall objective of the program is to contribute to the strengthening of local civil society organizations (CSOs) in Ethiopia and thus contributing to them becoming active actors of governance and development.  This action is designed to strengthen Ethiopia’s civil society through i) capacity-building and ii) improving of the enabling environment for civil society. In doing so the program will take advantage of the current momentum of the political and legislative reform building on the progress of the EU Civil Society Fund (CSF). The program will be implemented in four administrative regions (Afar, Benishangul-Gumuz, Oromia and Amhara) as well as in Addis Ababa.

 1.      Objectives of the position

The purpose of this position is to put into place and implement a functional Sub-Grant management system for this multi-partner big sub-grant management program and ensures compliance of Sub-Grant implementation with EU and WHH rules and regulations. The senior Sub-Grants Officer is responsible for the overall management and provision of key support services within the area of grants administration and provide overall support for the Program Manager on Grant management, compliance, oversight of sub-grant and management of grant fund. He/she provide detail guidance and support on WHH/EU Grant Management to the overall team and will monitor subsequent compliance. The post holder will identify areas of concern and refinements required in organizational processes to ensure adherence to WHH/EU rules and regulations.

2.      Duties and areas of responsibility

Key Responsibilities: Produce guideline for subgrant management including selection criteria of subgrantees, management of subgrant contract management, monitor and ensure compliance of subgrant implementation, capacity building on grant management.

 Setting up Sub-Grant management system, guidelines, and tools

  • In consultation with EU and WHH internally design sub-granting guideline, awarding protocol, define the process and call criteria and contract agreement documents.

  • Lead in refining the selection criteria for the pool of CSOs to be part of the program and group of CSOs for each thematic call.

  • Coordinate consultation and approval process with EU delegation in the Sub-grating process.

 Subgrant and process management

  • Manages contracts with sub-grantees based on a defined contract agreement.

  • Ensures compliance of sub-grant implementation with EU and WHH regulations.

  • Coordinate with finance manager, MEAL and Regional Capacity Development Advisors on grant implementation, technical supervision and support of partner grant managers.

  • Leads and participates in execution of new sub-granting processes (Pre-ward capacity assessments, Sub Recipient Risk Assessment, etc);

  • Ensures sub agreements are complete, accurate and promptly signed.

  • Ensures that applicable policies and procedures, Standard Operating Procedures and standard provisions of funding agency related to sub grants are adhered.

  • Ensure proactive assessment of risks related to Sub-granting and take timely proper measures.

  • Reviews status of sub grants by activities and overall grant budget and proposes ideas where necessary to request revision, extension, or any appropriate action accordingly.

  • Manages grants /contracts/ and the budgets of Sub-grantee and in the processing of advances and its settlement,

  • Reviews the audit reports of sub recipients and any audit findings and ensures whether corrective actions are taken by the sub recipients to their audit findings.

  • Maintains grant records; compiles and submits periodic reports including learnings.

  • Ensure that project grant is complete and accurate in advance of grant closure.

 Capacity building on Grant management

  • Provides grant management training and support to partners and sub-grantees.

  • Assist in ensuring project technical advisors and Partners’ concerned staffs are provided with the information and training they require in understanding donor guidelines and complying with WHH grant management procedures.

  • Conducts supportive site visits to ensure sub-recipients’ compliance with the terms, conditions, and specifications of the sub award; monitor and manage issues of non-compliance. communicate results and follow up improvements.

  • In collaboration with the Finance officer, provides technical assistance to sub recipients in the sub grant management and improves their administrative and financial systems.

  • In collaboration with the Capacity Development advisors, identifies the support required by Sub-grantees for the proper and improved grant application and implementation.

Additional tasks may be assigned based on need by the Program Coordinator or the CO team.

Job Requirements

Qualifications/ experience essential:

·       Bachelor or master’s degree in a relevant field of studies such as, Finance/ grant management, Audit, Business Management, etc.

·       At least 7 years of total experience in development sector; and at least 4 years in Sub-grant Management. (for BA holders a minimum of 9-year work experience in related sectors in INGO setting)

·       Ability to develop effective working relationships across a network or stakeholders.

·       Experience of International NGO grant management systems and financial regulations.

·       Knowledge of Grants Administration especially system management and donor compliance in reporting of diverse institutional donors, especially with EU PRAG.

·       Language proficiency in English, and at least one additional local language (more is an advantage)

·       Coordination and organization skill

·       Exceptional analytical and writing skills

·       Ability to anticipate risk and propose containment measures

·       Ability and experience on digital data management and analysis Apps.

·       Experience in working in a participatory way

·       Experience in facilitating interactive workshops and trainings

·       Experience in mentoring and coaching local partners

·       Specific experience of managing capacity strengthening or civil society Programs is an advantage

·       Experience with consortia/multi-partner Programs is an advantage

·       Ability to manage stressful situations and work under pressure and meet deadlines
