Job Description

The Infrastructure Coordinator expected to oversee all functional aspects of construction related projects undertaking in design, procurement, supervision and reports. And also expected to work in challenging environments for construction of buildings, WASH and any infrastructure facilities planned. This position will demand a highly motivated, detail oriented individual who will be able to solve internal and external challenges as they arise.

It is also a requirement that the Infrastructure Coordinator maintains a regular communication with construction focal persons at the FO and CO, such as Infrastructure officer, Project Managers, ASCM, AOM, and CO Infrastructure Technical line managers

KEY AREAS OF ACCOUNTABILITY:

Planning, Coordination & program support

  • Give induction and share guidelines, SOP, procurement manual, methodologies and tools to the program and operation team engaged in construction implementation at the field offices

  • Support field office Infrastructure Officer in the process of construction project implementation, design of facilities, quantity surveying (specification and BoQs), bid document preparation and T-off review.

  • Provide inputs required by CO program and operation team in planning, design, quantity surveying and justifications for any contract administration issues requested.  

  • Collaborate with respective FO procurement and field Infrastructure Officer during tender planning, evaluation and contract agreement formulation.

  • Guide and provide technical support to respective FOs procurement and field infrastructure Officer while the implementation of contractual construction works.

  • Regular site supervision, contribute information to proposals and provide daily and monthly reports outlining progress as well as the utilization of materials, labour and equipment being used.

  • Support HR on the recruitment of FO Infrastructure Officer: long list CV review, develop interview grid & exam and take part on interview sessions

Technical/Operational

  • Establish a contract management database and keep updated record of progresses for individual projects in different field offices under the field office.

  • Work closely with key project stakeholders in and outside SCI to ensure that executed works are within agreed contract value, and also keep record of payables (interim payments, retentions and advances).

  • Review draft technical design and bid documents for new and rehabilitation infrastructure facilities and provide technical support to the field team for relevant modifications, if required.

  • Assist the program operation team on technical bid evaluation and contract administration to all field office under the field office as required.

  • Review draft project cost estimate received from the field and share the result to program budget holders and Infrastructure managers to ensure contract values are within the limit of project cost estimate and available budget.

  • Scrutinize the T-off and statement of measurement shared by the field Infrastructure Officer, prepare payment certificate and financial control sheet, and send to CO Infrastructure Managers for review. 

  • Check procurement schedule in relation to lead times and follow up the procurement process for construction activities in the bid process.

  • Supervision of construction projects sites in progress (a spot-checking) to ensure compliance with agreed specifications, quantity, planned work schedules and quality standards for technical support and give key stage signoff for executed work verification

  • Follow up of the work progress of ongoing construction works per agreed activity execution milestone submitted to SCI during the contract time (foundations, superstructure, concreting, formwork etc.).

  • Timely communication and keep records of any claims reported from the field in relation to potential causes for claims such as site activities (or non-activity), weather conditions, access problems etc.

  • Ensure that change orders, time extension, Instruction and verbal/written notice to the faulted contractors from contract management unit are clearly communicated to the contractor.

  • Timely communication and respond to any technical issues encountered at the site; requiring Construction Coordinator presence/attendance.

  • Timely notification to the field Infrastructure officer to prepare a weekly monitoring plan and T-off for upcoming payment milestones relative to on-site progress/contract conditions.

  • Provide inputs on Infrastructure officer’s performance to CO Construction line manager and field program manager during performance evaluation.

Review, Follow up and assessment

  • Review draft technical design documents for new construction works to be undertake, review draft bid document before tendering, and review contract documents.

  • Follow up the procurement process and provide any support required by supply chain team.

  • Review 1st hand construction companies profile assessment done by Procurement Committee members and Construction bid analysis (CBA) of the supply chain team.

  • Review T-off for executed works and give signoff for construction payment requested by the FO infrastructure Officers.

  • Review plan Vs work progress of construction activities in progress and give comments and recommend action points for the way forward.

  • Do periodic market assessment and review; prepare draft norm for civil work construction activities, and share updated local project cost estimates to CO team on common infrastructure undertaken by SCI under Sekota Field Office.   

Capacity Building

  • Conduct gap assessment and organize a capacity building or refreshment training for the program operation and infrastructure team at the field office.

  • Provide on job technical training and support Infrastructure team to carry out specialized pieces of work.

  • ·Provide development need to the technical line managers while performance review and development planning conducted.

Report

  • Review weekly and monthly reports received from infrastructure supervisors for construction work progress and share the consolidated summary to the stakeholders at the field and CO. 

  • Share situation update on weather condition, security, child safeguarding, contextual variations of local costings for each construction project under contract to the CO for contract management database

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • BSc in civil engineering or related technical field with a minimum of four years’ experience on construction contract administration.

  • Proven and significant experience in international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.

  • Field level experience in logistics for INGOs in international development and emergency programmes.

  • Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement.

  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching. 

  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

  • Commitment to Save the Children values.

  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time

  • Highly organized with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.

  • A high level of computer literacy (word, excel, pp, AutoCAD etc.)
