Job Summary

The position holder reports to the Program Coordinator in Addis Ababa and shall be responsible for the regular planning, monitoring, evaluation and reporting (PMER) activities of the country program including capturing of data, analysis and interpretation of outcome and impact-related information. In addition to capacity building to staff, the position holder will review and establish/improve the PMER system of the country program as well as developing the PMER tools necessary for data collection. He/she will propose and implement system for documentation and sharing of best practices and knowledge management. The PMER officer will also work closely with the LWF regional PMER advisor and continuously work in the LWF Web-Based PMER system i.e. Newdea.

Specific Tasks and Responsibilities 

  • Design a robust monitoring and evaluation (M&E) system for data collection, analysis and reporting, including reviewing log frame and indicators, developing M&E and data collection tools and plans.

  • Develop and implement a monitoring and evaluation system that will ensure tracking of project results at different levels (outputs, outcomes and impact).

  • Develop M&E plans and Indicator Tracking Tables (ITT) for all projects and proposals and ensure the same is followed up during implementation.

  • Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and LWF requirements and actively engage in and facilitate the execution of same.

  • Provide technical guidance to project teams with planning the design and implementation of baseline/end line and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of project progresses.

  • Lead and conduct needs assessment and development of project proposals.

  • Build the capacity of project staff in the area of M&E. Work closely with the project field team to ensure all team members are aware of, feel ownership, and take responsibility over the M&E goals, requirements and tools. Support and follow the direct involvement of all team members in the implementation of the M&E system.

  • Organize and lead knowledge and learning events/workshops as required/agreed including bi-annual and annual review meetings

  • Participate in writing human interest stories and share regularly with LWF Head Office and donors as required.

  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability according to LWF Ethiopia policy.

  • Compiling and sharing weekly updates, project monthly management reports, quarterly, bi-annual, annual, final and other needs-based program /project progress report.

  • Share learnings and provide constructive comments to colleagues in order to ensure programme quality.

  • Continuously work in the LWF web based PMER system called Newdea to update data and upload reach data, proposals and reports,

  • Lead and ensure the use of electronic data collection and analysis systems such as Survey CTO and Kobo Collect,

  • Lead and facilitate post distribution monitoring (PDM) activities as necessary.

  • Support and follow up in timely submission of data on the 4W and 5W to the various clusters by the responsible staff.

  • Support the project teams in effectively rolling out LWF World Service Ethiopia accountability framework mainly complains handling mechanism, participation and information sharing.

  • Ensure that literature reviews, secondary data analysis and synthesis for proposals are disseminated as appropriate.

Job Requirements

Required Minimum Qualification and Experience

  • Bachelor’s or master's Degree from a recognized university/college in statistics, M&E, economics or any other related fields of study

  • Relevant PMER experience of at least 5 years preferably in an international NGO

 Skills Required, Attitudes and Attributes:

  • Experience in working with various donors and familiarity to donor requirements (e.g., BPRM, ECHO, EU, UN agencies, SIDA, GAC)

  • Experience in food security, livelihoods, WASH and Protection is preferred.

  • Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.

  • Creative and able to work with limited resources.

  • Ability to work independently with minimal or no supervision.

  • Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.

  • Previous related experience in INGO set up is advantageous.

  • Computer skills including ability to use SPSS, Kobo Collect, Survey CTO, etc;
