The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Security & Safety Officer 3 (12 months fixed term Contract) based in Addis Ababa.
The Security & Safety Officer 3 advises and supports delegation management on potential risks to ICRC and ensures, together with management, the proper functioning of the Delegation’s security management system.

Understands the roles of the components of the International Red Cross and Red Crescent Movement
Respects and observes staff regulations and security rules in Ethiopia
Represents the ICRC in a professional manner at all times
Develops and maintains a pleasant and conducive working environment with colleagues and line managers
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
In close coordination with the Field Security & Crisis Management Coordinator (FSCM Co)
Develops / updates security rules and relevant security, safety and crisis management tools (e.g risk assessment, contingency plan). Ensures their periodic reviews and compliance.
Develops / updates monitoring tools for security and safety-related matters (e.g security and safety plan of action).
Ensures all incidents, including near misses, are reported timely using the ICRC incident reporting format (SMIP).
Provides analysis on developments and potential security / safety impacts on ICRC staff & assets.
Assesses and advises the Administration unit on the security content of service contracts, including on issues of data-protection.
In coordination with Radio Room, ensures field movements are properly monitored through radio communication, mobile phones or other means.
Ensures that vehicles are equipped with first aid kit.
Ensures that staff is equipped with appropriate communication equipment (satellite phones or VHF/HF radios in areas where mobile phone coverage is limited or prone to disruptions) and knows how to use them (in coordination with Radio Rooms).
Prepares / conducts written and oral security and safety briefings for all new delegates / staff / visitors / contractors and oversees the quarterly updating of the Welcome file’s security section.
Develops / update effective functioning protocols (SOPs) for the security company contractor to comply with (in particular entry/exit, screening, visitor handling, movement of material, compound security). Ensures it is tailored for the different ICRC sub-structures. Conducts briefings / refresher to security guards based on needs.
Ensures contingency and evacuation plans are in place and up to date, and that staff are trained on how to behave in case of emergency (e,g fire/medical evacuation, mass demonstrations, natural disasters).
Ensures systematic capacity building of the security and safety department.
Contributes to setting up / strengthening a network of relevant contacts for security/safety matters.
Is in charge of conducting / supervising / planning security and safety trainings.
Covers for the FSCM Coordinator during the latter’s absence, and/or upon request
Interacts with Addis Abeba Management team based on needs.
Master’s or bachelor’s degree in the field of Security or criminology
Relevant Security and Safety trainings (Diploma or certificate)
Minimum of 5 years of experience in managing security and safety in Humanitarian or corporate sector. Previous military or police service experience may also be considered.
Security/safety management background preferred, experience in crisis management a strong asset.
Excellent knowledge of English and Amahric
Other local languages are an asset
