Job Description

Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organisation with Head Office in Helsinki and operations in Ethiopia and other countries. 

FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginnings. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies. 

Lifesaving action is crucial among displaced populations and helps to bring stability and raise new hopes. FRC´s activities in Ethiopia place emphasis on capacity building for the most vulnerable members of societies and supports their active participation within respective communities. In this, FRC considers the triple nexus an important aspect of support delivery. At the core of FRC’s work is inclusion of vulnerable groups and therefore, special emphasis is placed on the protection of persons with disabilities, women and youth in all activities.  

FRC was registered in Ethiopia and accorded legal status through Registry Number 4184 on 11th of June 2019 as a Foreign Organisation.  

Position Summary:  

The Field Office Manager (FOM) is responsible for the field-level operations and successful delivery of the humanitarian project. FOM will lead the field team in its current activities and further pursue further programme development in extending scope and scale of the humanitarian intervention while extending our work in the triple nexus . The FOM has a central role in developing and strengthening partnerships with strategic and potential partners at the field level. He/she strongly works to ensure transparency, compliance, and accountability in the field-level intervention and programmes sensitive to gender and disability inclusion. 

Specific Duties and Responsibilities

40% Coordination and Programme Support

  • Plan, organize, and implement all FRC project activities in South Wollo in line with set program and project goals

  • Support Monitoring, Evaluation, Accountability and Learning (MEAL) plan implementation in the field locations and provide needed facilitation to information and data collection 

  • Compile, consolidate and submit overall field office management and project implementation progress reports to the country office and key partners at the field office level

  • Lead and coordinate the team of Humanitarian service and other Field Office staffs through weekly and monthly work plans, in line with the project workplans and targets;

  • Closely collaborate with the Country Office technical team (Education, MEAL, Protection etc) for successful and timely project implementation 

  • Provide direct technical support in consultation with head office technical team to emergency team field officers for the smooth implementation of project activities.

  • Produce internal periodic (weekly, monthly, quarterly and annual) reports implemented at his/her assigned location as per respective project requirements.

  • Lead, participate in or provide input in new program design development as necessary.

  • Ensure Follow up, monitor, guide field operation in alignment with respective project objectives and program goals. 

  • Ensure field office project implementation and intervention are in alignment with FRC’s values and core objectives.

30% Team Leader

  • Support the HR and admin function, and staff time and leave management, including performance management of field team members under her/his supervision: 

  • Set performance objectives, and conduct performance appraisal to the respective direct report as per FRC’s HR Manual

  • Act as the Focal Point for FRC in South Wollo Zone: provide support and leadership to the Field Office Team with appropriate support and timely information about security situation, and provide timely security updates to Country Office Security Focal Points 

  • Oversee and ensure proper implementation of finance, administrative, and HR policies and processes in the Field Office as a whole and 

  • Review, approve all financial documents and operational implementation as per the authority level guided by the country office 

  • Lead and participate in establishing appropriate Field Office Committees for Procurement, Logistics, HR matters etc.

  • Build and support healthy and supportive working environment for all staff by identifying capacity building gaps and needs for the individual team members and the team as a whole 

  • Develop and maintain effective communication channels and mechanisms for the team and to the country office 

  • Ensure the optimum use of human, financial and material resources of the activities

20% Networking and Partnership 

  • Attend and represent FRC in coordination, cluster and working group meetings at zonal and camp levels as appropriate.

  • Establish and maintain effective working relationships with key regional government partners and NGOs working IDPs, Returnees and host communities in the Amhara Region.

  • Attend meetings with project partners in South Wollo to ensure effective and accurate project and program implementation. 

  • Network and develop partnerships with likeminded organizations/government bodies for overall operational success in line with organizational goals and strategy. 

10% Administrative support

  • Oversee the smooth set up of operations in the identified field locations 

  • Ensure organizational property, vehicles, resources, etc are utilised as intended 

  • Perform any other related duties as assigned by the line Manager.

Roles reporting to this position: Humanitarian Coordinator, Finance and Admin Officer, MEAL Officer and others TBD

Duty station: Dessie – South Wollo, with frequent travels to the field.  

Duration: One year contract with possible extension

Job Requirements

Professional Standards: 

  •   FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct. 

EDUCATION/TRAINING

  • MA/BA degree in Sociology, Social Work, Project Management, Adult Education or related fields

B).EXPERIENCE:

  • Minimum 6/8 years of relevant work experience, out of which at least 4 years with management responsibilities in humanitarian and/or development organizations

C).COMPETENCIES

  • Proven familiarity with humanitarian principles;

  • Previous experience with International NGOs;

  • Knowledge and experience working in different tiers of the humanitarian sector;

  • Familiarity and experience with Cash Transfer as well as disability and inclusion would be a clear advantage,   

  • Ability to take initiative and is goal oriented, demonstrates abilities to supervise staff;

  • Good communication and writing skills, is adaptable, flexible and resourceful, able to adopt an organized and methodological approach, confident in carrying out tasks with minimal supervision.

  • Good written and spoken English language skills.

  • Strong interpersonal and advocacy skills.

  • Good team spirit and respect for diversity.

  • Proficiency in Microsoft Office package.
