Job Description

The Hunger Project (THP) is a global, non-profit, strategic organization committed to the sustainable end of world hunger. THP believes in a world where every woman, man and child can lead a healthy, fulfilling life of self-reliance and dignity; and works towards that goal by pioneering sustainable strategies for gender-focused and Integrated Community Led Development (CLD), which is the process of working together to create and achieve locally owned visions and goals. THP-E is implementing projects in rural areas of Ethiopia since 2004. It is currently implementing a US AID funded capacity development project called Locally Led Development in Fragile Environments (LIFE) and recruiting full time staff for the position:

Job Purpose:

To understand how locally led development principles (facilitation and community leadership) improve resilience and other development outcomes by exploring how the dynamics in Non-Permissive Environments (NPEs) and programs operational context affect the extent to which outcomes are achieved and for whom.

Job Summary

The Monitoring, Evaluation & Learning Officer (MELO) reports to the Country Manager and is responsible for leading the Capacity strengthening for the organizational teams, coordinating realist-informed evaluations in a participatory manner and knowledge translation and dissemination for widespread adoption.

Major Duties:

  • Iteratively design and implement a project level realist informed research evaluations led by THP-E LIFE project team.

  • Facilitate iterative learning by doing participatory capacity strengthening.

  • Ensure that the LIFE project MEL plan is designed to enable performance management and measurement as well as continuous learning as well as an adaptive approach to MEL that is informed by best practices.

  • Engage local stakeholders relevant to the evaluation in sese making and knowledge translation strategy, shaping the evaluation questions, collecting data, data analysis, and validation.

  • Ensure that the project evaluation is CLD congruent i.e., communities are integrated into all steps of the evaluation process.

  • Carry out knowledge translation activities responsive to stakeholders needs.

  • Ensure active engagement of women in the capacity strengthening training and mentoring program and explore how the project contributed to gender equity.

  • Coordinate periodical review of the LIFE plan i.e., at least annually adapted as needed.

  • Perform other duties as required by the Country Manager.

Job Requirements

Qualifications:

Education:

  • Minimum of second level university degree in M&E, statistics, demographics, public policy, international development, economics, or related field.

Experience:

  • Minimum of three (3) years of professional experience in implementing MEL activities and working in NGO setting.

Languages:

  • Excellent written and spoken command of English and Amharic.

Competencies:

  • Knowledge of rural development and rights-based approaches, and skills in data analysis software, and evaluation research design.
