Job Description
Women Empowerment-Action (WE-Action) is an indigenous non-political, non- religious, non-profit, humanitarian and development-oriented civil society organization working in Ethiopia to the improvement of the social, economic, and physical well-being of the poor women in particular and the community in general. Currently the organization is operating in three regions SNNPR, Amhara and Oromia National Regional States.
WE-Action envisions “Ethiopian women empowered”.
Currently, WE-Action is seeking to hire competent, qualified and interested candidate for Female applicants preferable.

Scope of the position
The Program Operation Manager (POM) overarching focus is to position WE- Action to achieve its mandate in program goal and vision. Program Operation Manager is responsible for organizing programs and activities, managing program and project delivery with quality and time frame in coordination with internal staff and external stakeholders, manage small teams, and take overall leadership responsibility in the design and delivery of WE-Action’s programs in respective regions. The specific areas of focus include: Program Planning, Implementation, Monitoring and Reporting, Strategy and program development, Grant management & fundraising, Partnership management including –stakeholders, funding partners and Board, Staff development etc.
The Program Operation Manager is directly report of Executive Directress and supervise program Coordinators, Filed Coordinators and Interns. The Field Office directly report to respective Program Operation Managers.
Managerial responsibilities:
Ensure that the flow of funds permits WE-Action to make continuous progress towards the achievement of its mission and that those funds are allocated properly to reflect present needs and future potentials.
Support team’s adherence to internal polices and program management standards.
Oversee the program financial status including developing long and short – range program financial plans, monitoring the program budget and ensuring sound program financial controls are in place, set program financial priorities accurately to ensure the organization is operating in a manner that support the needs of the program targets.
Represent WE- Action’s interests and program with external stakeholders, in concrete with the respective relevant teams.
Collaborate with the Board and management to develop, refine, implement and monitor WE-Actions’ strategic plan while ensuring that the budget, staff, and priorities are aligned with WE-Actions’ core mission
Conduct origination, business development and new opportunity mapping including expansion into new areas.
In Collaboration with ODM drive organizational structuring as required to follow new priorities, imperatives and strategic direction of WE-Action
Program Designing:
Develop program funding proposal to guarantee uninterrupted delivery of services in respective program area. At least on proposal is expected in each quarter. In addition timely develop donor request proposals.
Design and develop new program components based on the problems that the program intended to address.
Develop quarter and annual project plan with quality and submit for respective funding partners and other stakeholders.
Program Implementation:
Develop project component implementation guideline.
Responsible for timely and quality project implementation as per the guideline and strategies set.
Build project implementers capacity for timely and quality project implementations.
Timely organize staff and stakeholders appraisal workshop before implementation of project and programs.
Make sure that project implementation is as per the sustainability plan and exist strategy manual of the organization particularly for early independency of group establishment and graduation.
Monitoring, Evaluation, Learning and Reporting:
Conduct ongoing program monitoring of the status of program and complete regular check –ins on grant requirements and project strategies
In Coordination with PQM facilitate learning across departments and programs including codifying lessons learned and knowledge of resources/tools/best practices, etc
Develop quality quarter and annual project reports of respective area and timely submit for funding partners and other stockholders as appropriate.
Compliance and Performance
Read, understand and strictly respect donors and government compliances and support field office to respect the required compliance.
Strictly follow and adhere to organizational policy and standardization manuals.
Regularly plan, implement and evaluate personal, subordinates and section development plan.
Gender and Social Inclusion and Accountability
Participate and contribute for organization gender and accountability work.
Plan, implement and report gender equality, social inclusions and accountability activities in respective projects/programs.
Work in collaboration with the Gender and Social Inclusion coordinator in designing and implementation of gender capacity building for field staffs.
Accountability and transparency
Ensure that communications and products of WE-Action are visible in project area
Adhere to the organization accountability framework; communicate for employees for effective implementations.
Implement WE- Action compliances to Core Humanitarian Standards (CHS) and develop communities’ capacity accordingly.
Participate in external verification process of WE- Action Core Humanitarian Standards.
Conduct routine risk assessments, monitor and report any issues related to Safeguarding.
Create awareness to community, target groups and peers on safeguarding during weekly, monthly, and quarterly dialogue sessions.
Create awareness to community, target groups and peers on WE-Actions compliant Handling Mechanisms during weekly, monthly, and quarterly dialogue sessions.
Participate in organizational conversations to discuss on cross cutting issues such as gender, HIV, safeguarding, social inclusion etc…

Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.
Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

Qualification:
MA/MSc/BA/BSc in Development Management, Regional and Local Development, Development Studies etc and other relevant Social Sciences fields.
4-5 years work experience for MA/MSc and 8-10 years work experience for BA/BSc holders
At least 2 year experiences in a management position, a strategy-based and program related position in NGOs.
