Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 42 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in nine regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response. 

Scope and background:

Under the supervision of the CWI manager and with technical support from  technical team at Addis Ababa, the Senior community wellbeing initiative Officer will supervise, coordinate and manage the CWI in emergency program in a professional manner. The Senior CWI will also mentor, coach and build the technical capacities of CWI staffs at the field. This position holder provides mentorship and on ground capacity building to GBV Response and Prevention Officers, supports the CWI reporting and monitoring and evaluation mechanisms, enhances GBV collaboration and relationships among partners, and leads in key CWI activity to ensure the goals and objectives of the program are met and to strengthen their on sites implementation, project management and GBV technical..

Major key Responsibilities:

  • With close guidance from the CWI Manager; support CWI response and prevention programs in the IDP/ refugee site.

  • Support for staff capacity development, lead/assist in staff training and conduct regular field visit to provide support and ensure a sustainable transfer of skills in which response and prevention staff are critical needed/practices adhere to GBV and protection principles when working with beneficiary.

  • Closely work with CWI Program Manger to ensure that the project undertakes continuous monitoring and evaluation so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and issues in individual settings. Ensure good project monitoring and evaluation to demonstrate project impact.

  • Assist in program work plan, spending plan, procurement plan, attend grant opening meeting, BvA meeting and other management meeting as needed.

  • Lead in the development and maintain effective working relationships with all stakeholders, including community leaders and other implementing partners/or operational partners.

  • Lead in GBV rapid assessment and/or other program related-assessment, and contribute to the CWI overall intervention strategy based on feedback received from women and girls throughout the response activity engagement.

  • Lead in CWI IEC/BCC development (both prevention and response) according to the work plan, existing informed-assessment, GBV trends analysis or other critical information received throughout community/IPs feedback from coordination. 

  • Ensure the CWI outreach strategies are up to date, taking into consideration of regular community consultation, develop new idea and oversee community mobilization activity, support CWI officers to identify potential risk and productive measurement to maximize community engagement and attendance including women and girls’ inclusion as well as other vulnerable groups.

  • Assist CWI Program Manager to identify staffs capacity gap, training need assessment, formal and informal capacity building plan and delivery.

  • Support CWI officers in their regular work with IDP, including GBV coordination meeting, ensure staffs are support with regular communication/visit.

  • Responsible for planning, budgeting, implementation, and monitoring of the CWI program in line with organizational and donors’ guidelines, policy, and procedures.

  • Any other duties and responsibilities that can be given by immediate and technical supervisors.

Job Requirements

  • University Degree (Diploma, BA, MA), in Social Science, Social Work, health or psychology/Sociology relevant experience:

  • 5 years for diploma holders. 2 years with the first degree and 1 years for postgraduate.

  • Female applicants are encouraged

  • Experience with Demonstrate confidence in discussing intimate gender and sexual issues.

  • Experience working to always maintain GBV and protection principles including knowledge and practical application of GBV guiding principles and PSEA.

  • Experience working with counseling or social service provision with women and adolescent girls

  • Experience in working with harmed and at-risk children in NGO working system

  • Demonstrated experience in field staff management

  • Strong written and verbal language skills in English, and Amharic

  • Good communication skills with women and girls and individuals from a variety of educational and cultural backgrounds.

  • Strong computer skills, including MS Word and Excel, internet, e-mail.

  • Knowing more than one local language is a plus

  • Knowing Somali language is mandatory.

  • Computer literate (ability to use MS office, word, excel, and outlook email applications very well)
