Job Description
Specific Duties and Responsibilities
Accounting / Finance
Journalize daily transactions in the accounting software Abacus, used by Caritas Switzerland(CACH) as per the CACH templates.
Follow up advances and ensure timely settlement as per the organization’s financial procedures
Undertake monthly bank reconciliations of the field office
Declare applicable statutory taxes and pension to the government in a timely manner.
Undertake missions to field locations to review administrative and financial arrangements and make appropriate recommendations as required.
Ensure the implementation of staff safety and security measures and ensure Minimum Operational Security Standards (MOSS) compliance, in consultation with the DCD, HFA and Project Coordinator.
Approve payments from the petty cash against written orders and collect original acceptable relevant documents and Stamp as PAID; and have them properly scanned and filed.
Safe custody of organizational documents and properties at his or her disposal and field office level as appropriate.
Undertake weekly back using hard disc provided by the organization and keep it safely.
Keep record of amounts received and paid and reconciled cash balance with record, timely update of the cash book.
Ensure the correctness of Cheques and obtain authorization of the delegated person before preparation of Cheques.
Check all financial documents are reviewed and approved with appropriate template before payments are effected;
Sends Transfer letters to the bank & collect the necessary bank advice on time;
Effects training payments by collecting letter of participation and attendance from program staffs and prepared payment sheets as per company formats;
Payment of Hotel Rent & Refreshment with due consideration to applicable taxes;
Reports all cash shortage/ overage and all unpaid vouchers of more than reasonable time;
Ensure that all collections and payments are done against serially per-numbered cash receipt and cash payment vouchers.
Perform all other duties related to the position and assists the Accountant in his/her daily routine.
Participate in local procurement's a committee member and ensures adherence to CACH policies and regulations and applicable local and national laws.
Perform any other related duties as assigned by line manager.
Procurement and Administration
Manage procurement activities in consultation with the project manager / field coordinator at the field office level.
Prepares and reviews specifications and other necessary documents related to local purchasing of materials, supplies, and equipment based on CACH regulations and procedures with the highest possible expected quality.
Ensures that purchases are made in the best interest of CACH considering best value for money.
Ensure that proper safety and security mechanisms are in place.
Maintains fixed asset register and keep a custodian sheet signed by users for property under their custody and submit to Country Office on regular basis.
Check completeness and accuracy of vehicle logbooks and put signature every day.
Check the timely fueling, of CACH vehicles and rental vehicle for the field office.
Maintain a vehicle scheduling for the field office and advises about the vehicle allocation.
Check and sign weekly/monthly logbook, trip, and fuel records, monitors utilization, maintenance, and fuel consumption for all the vehicles in the field office.
Ensure the appropriate use of utilities, internet, and their bill settlements.
Ensure the office facilities are in place and their timely repair and maintenance of Furniture, equipment repairs and other utensils.
Arrange travels, flights, reservations and hotel arrangements for staffs and guests coming to the field office.
Handles the Field Office lease and contract agreements and ensures their timely renewal.
Perform any other related duties as assigned by the Field office Manager.
Employment Type: 1 year contract, possibility of extension based availability of funds and satisfactory performance
Qualifications:
BA Degree or above in Accounting and Finance/Business Management field or equivalent with a minimum of 3- 5 years’ experience.
Good working experience in at least one accounting software. Working knowledge in in MS Excel/Word/PowerPoint.
Good analytical skills
Good organizational skill
Must be a committed and be able to stand above denominational diversities.
Perform other duties as required.
Skills and personal attributes:
Strong knowledge of computer applications (Excel, Word, and other application), good understanding of financial principles, petty cash handling, record keeping, country’s personnel law. High level of initiative taking.
Language ability:
Good communication skill in Amharic, English and Oromifa
