THE PROGRAM
MESMER is a 5-year program launched in October 2022 to support 72,200 MSMEs and 410,800 jobs by creating access to finance for micro, small and medium enterprises (MSME)’ to realize their growth prospects and resilience. MESMER will also work to provide support to MSMEs through business development support, psychosocial services and technical assistance to financial institutions. MESMER is a countrywide program implemented by First Consult in partnership with the Mastercard Foundation as part of the Foundation’s Young Africa Works strategy and will strive to create dignified and fulfilling work for the youth, the majority of them women. The FDRE Ministry of Labor and Skills will be the main government counterpart for the program. Other partners include financial institutions (microfinance institutions, banks, and digital financial service providers), BDS, and psychosocial support providers.
KEY ACTIVITY
The enumerator is required for conducting due diligence on applying informal and micro enterprises to the MESMER Program. The due diligence mainly focuses on physical visit of the enterprises to verify their existence and adherence to program eligibility criteria.
Support in filling of application form by the enterprises where required
Organize/sort the documents and pre-authentication
Contacting the enterprises through phone call and field visit, visit enterprises assigned, verify existence of business and business conditions
Pin location of enterprises on map and share with M&E team/ database
Conduct due diligence on enterprises using predefined template and criteria with correct information
Verify legal status of the enterprises and ensure the enterprises have fixed work premises
Ensure enterprises are not engaged in any activities listed in the exclusion list
Encourage enterprises to receive BDS and PSS services provided by the program
Assisting in data entry and clearing when needed
Support during data collection, survey and undertake other tasks assessment as needed
Recently graduated or 0-year experience
Experience in conducting survey/ data collection preferred
The data enumerator should have a personal laptop and smartphone
Experience with Microsoft Excel
The candidate should be willing to travel
REPORTING
The Data Enumerator reports directly to the M&E and operation officer
THE ENUMERATORS WILL BE PROVIDED
114 LOE days
ETB 714.29 for the gross daily rate, withhold tax (30%),
ETB 100 per day for transportation allowance for fieldwork and
ETB 40 per day for Mobile allowance.
