Job Description
Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.
Main Purpose/Job Summary :-Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population
Accountabilities
• Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
• Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
• Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
• Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
• Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
• Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
• Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
Participating in data collection and reporting as requiredMSF Section/Context Specific Accountabilities Project overviewMSF has been present in Somali Regional State (SRS) for over a decade. The Somali region is among the most neglected and least developed regions in Ethiopia, and can be compared almost to the size of Germany. Culturally and economically, the region retains a unique way of life, with mostly semi-nomadic pastoralism communities with tight clan links. The region has faced several emergencies like malnutrition, measles & cholera outbreaks and displacement due to drought, floods and/or armed conflict. MSF has had a presence in Wardher, Dollo Zone of SRS since 2007. Initially focusing on primary health care, the activities increased in 2017 during the emergency (malnutrition, measles and cholera). Since 2019, the activities have shifted from support of Wardher hospital towards primary health care via mobile clinics, mainly targeting the pastoralist communities. A surveillance system and TBA component were added to the project. The activities in Wardher will be closed end of 2022 and early 2023, and will be transitioned into a multi antigen vaccination campaign planned for mid-2023 (which will become a separate project). The multi antigen vaccination campaign will first target Dollo zone in multiple rounds, and will shift towards all other zones of Somali Region later on. With phasing out the activities in Wardher, the project has started a Somali Region Emergency Response Unit (SRERU) mid 2022 that is focused on the whole of Somali Region. The project is based in Jigjiga. The SRERU is planned to be able to respond to the following scenarios:· Malnutrition emergencies· Population displacements (due to armed-violence or natural disaster)· Vaccine preventable disease outbreaks (e.g. measles, meningitis) – this can be via reactive vaccination campaigns and/or case-management· Waterborne disease outbreaks (e.g. cholera) With the above scenarios, in combination with the drought in the Horn of Africa and the high water insecurity (no boreholes, contaminated wells, dry rivers, unsafe water sources, lack of maintenance and repair of the few water boreholes) – the project has a large WASH focus. The main focus of SRERU is to collaborate with MoH and other actors, fill the gaps, build capacity and hand-over. Approach will be short interventions from a few weeks up to a few months. A MoH/WHO based surveillance system is used to identify alerts that might lead towards an assessment/intervention. A combination of emergency thresholds, response of other actors, MSFs capacity and security access will determine if the team will respond. The SRERU strategy is only recently developed. The team has made steps towards implementation, however, this will be an ongoing process into 2023. About the positionThis vacancy is for a position as WatSan Supervisor for the core team of the SRERU. o Support the WatSan Manager in plannig and carrying out assessments, explos and setting up first responder.o Supervise and follow up contracts made between MSF and different contractors (e.g. water trucks, etc.) and give feed back to WatSan Manager and share any concerns.o Participate in project supevisors meeting and contribute to the general project objectives.o Supervise field activities, give instructions to WatSan Technician(s) and daily workers, and daily follow up on execution of the works.o Managing ongoing construction projects at assigned locations, acting as point of contact to coordinate with the onsite presence and assisting Log team in the support of MSF activities at each location.o Prepare regular narrative reports for WatSan interventions under their responsibility.o Ensure waste management procedures are followed.o Any other task assigned by the WatSan Manager.- Medical cover: as per the organization policy- Hardship allowance 30% = 5,500- Relocation allowance- only for relocated positions
Education
Technical diploma, desirable specialization in water and sanitation
Experience
Previous experience in technical works and organizing of multiple activities, preferably within MSF or similar work environment
