Job Description

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives.

In this regard, GIZ promotes complex reforms and change processes. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the commission of other international donors.

GIZ is implementing various energy projects in Ethiopia to support a sustainable supply of energy services. This is intended to contribute to Ethiopia’s national strategies (National Electrification Plan, Growth & Transformation Plan, Climate Resilient Green Economy).

Energising Development (EnDev) is an international flagship programme for providing energy access. 760 million people worldwide live without electricity and about 2.6 billion people lack access to clean cookstoves. EnDev focuses on providing access to affordable, reliable, sustainable, and modern energy as a means to deliver social, economic, and environmental change in more than 20 countries worldwide. EnDev is currently financed by four donor countries – the Netherlands, Germany, Norway and Switzerland with additional donors in Ethiopia. In Ethiopia, Energising Development (EnDev) is implemented and coordinated by GIZ and supports sustainable energy access in two main components: Clean Cooking and Rural Electrification. Target groups are lower-income households, social institutions and small to medium sized enterprises, mostly in rural areas.

EnDev Ethiopia is currently looking for two qualified candidates to work as M&E Advisor for Core EnDev Programme as well as EnDev earmarked and associated projects.  

Job Requirements

Job Purpose

To support the implementation of EnDev Ethiopia to effectively, monitor and evaluate the programme implementation and outputs, apply Results-Based Monitoring and other approaches to constantly improve programme results.

Responsibilities

  • Lead the data collection and analysis on the progress of activities over time and monitor results in line with the logical framework approaches (LFAs)

  • Support overseeing the periodic assessments baseline, midterm and final evaluation of projects in the programme.

  • Liaising with M&E coordinator and project partners to maximise the benefits of data collection, analysis and reporting.

  • Provide technical support on M&E and evidence-based recommendations to project managers’, Programme Managers, Project Coordinators and Partners

  • Support partners and/or consultants in conducting baseline surveys, mid-term reviews and final evaluation.

  • Designing tools, checklists and schedules for collecting data at the input, output and outcome levels in association with the relevant programme staff and based on the changing needs and requirements of the Programme

  • ensures quality assurance on quantitative data and reports

  • Support in the writing of project reports

  • Prepare and report on M&E’s activities and plans of action

  • Carrying out routine field visits, on verification of project results and collecting data for potential case studies, taking progress monitoring photos

  • Update the monthly activity schedules and/or output trackers to feed into the M&E component of the quarterly progress report

  • Report the findings or trends from data analysis and identify the need for further analysis or evaluation as required

  • Coach and mentor and update programme staff and interns in M&E methods and approaches as required

  • Ensure consistency of approach at all levels in the M&E in collaboration with programme staff

  • Share learning from the M&E process and document case/success stories overall programming share with the wider team

  • Any other duties that may develop throughout the contract period and are assigned by the supervisor. 

Tasks

Technical Processes (Reporting, reviewing and learning)

  • Tracks EnDev Ethiopia program/project achievement of milestones/indicators, through a consultative process, and report to Monitoring and Evaluation Coordinator.

  • Consults and collaborates with key points of expertise over monitoring and evaluation, data towards the delivery of key EnDev Ethiopia program/project strategies.

  • Carries out the timely processing and dissemination of M&E findings and best practices to facilitate evidence-based planning, learning, and program decision-making.

  • Prepares and submits technical reports on time to donors and stakeholders according to agreed standards.

Networking and coordination

  • Maintains field visits to the regions following the requirements of the project.

Management and Coordination

  • Contribute to the implementation, monitoring, evaluation, and documentation of project progress.

  • Regular follow-ups on regional engagements such as training, events, dissemination of promotional materials, frequency of data verification, coaching, visits, etc.

  • Supports quality monitoring exercises, evaluation, and communication by closely working with immediate superior

  • Compiles relevant information for collaborative activities and missions.

Knowledge Management

  • Contributes to the design, storing, processing and dissemination of information and knowledge products.

  • Develops, documents and disseminates project milestones and deliverables,

  • Collects and reports results/achievement of milestones and deliverables, and their effects on the project.

General Duties

  • Represents the interests and always acts on behalf of the GIZ EnDev Ethiopia program.

  • Carries out tasks relevant to the project/program which may not be explicitly mentioned in the job description.

  • Carries out tasks relevant for EnDev Ethiopia and another donors’ project/program which may not be explicitly mentioned in the JD.

  • Coordinates the use of office and transport facilities following the agreement on the use of facilities.

  • Assists and/or carries out other project activities and any other tasks as assigned.

  • Supports EnDev Ethiopia Monitoring and Evaluation activities as per the agreed plan.

Qualifications

  • Bachelor / master’s degree qualification in a relevant discipline, social sciences, or statistics; A qualification in monitoring and evaluation is highly desirable.

  • A minimum of five years of professional experience, with practical experience working in Monitoring, Verification, and Evaluation.

  • Experience with / proficiency in the analysis, management, and synthesis of varied quantitative and qualitative data.

  • Experience in working with Results-Based Monitoring for development results.

  • Excellent communication skills including written and verbal skills in English, with additional local knowledge, is an advantage.

  • Excellent teamwork skills with the ability to forge consensus and collaboration.

  • Demonstrated statistical analysis skills, particularly database related.

  • Experience in commissioning consultancies, studies, or research overseeing all stages from design, procurement, and management.

  • Experience of the Energy sector, development cooperation is highly desirable.

  • Experience in GIZ is added advantage.
