Job Summary
The Senior Project Coordinator is responsible for overall coordination, implementation and reporting of Tigray Region Emergency Response Project, both financial and programmatic. He/she oversees and manages field-based staff in all program and operational aspects. The position holder is also responsible for the timely monitoring and evaluation of the project.

DUTIES/RESPONSIBILITIES
Major Responsibilities:
Program development and implementation

  • Lead the Need assessment for designing of new emergency response projects and provides professional recommendations on areas of operations.

  • Lead the overall project management. 

  • Prepare detail project implementation plan (DIP) and ensure its effectiveness according to the overarching strategy and project agreement made with the donor

  • Coordinate baseline and end line evaluation process

  • Prepare and adopt manual that will utilized for the project for training and staff use.

  • Actively facilitate information-sharing, collaboration, and cross-learning processes

  • Manage, monitor, and guide contracted consultants/partners to work on the activities and objectives listed in the work plan and ensure that their work is conducted in a timely manner and with high quality.

  • Developing TORs and recruiting consultants to conduct work on specific activities and objectives in line with the rule and regulation of organization with Procurement team

  • Oversee the work of the Project Officers to ensure that planned activities are implemented in accordance with the terms of the project and ensuring that project are safe in line with the Do No Harm principle.

  • Hire, Couch and conduct performance appraisals of other project staffs and as required, ensure regular feedback.

  • Organize regular team meetings to review and plan project activities and capture best practice.

 Coordination, Partnership, and networking

  • Liaise with local/government authorities at regional level to ensure compliance with government and subnational education cluster coordination’s (national/regional/ and zonal level education cluster coordination)

  • Represent ChildFund in coordination meetings of agencies and government in playing a leading role (clusters, task force meetings, networks and other platforms at emergency response coordination and ensure timely sharing of information collected within CF)

  • Establish a robust coordination channel and community compliance mechanism [CCM] with the mandated sector offices, partners, and community representatives to monitor and manage the progress of project implementation

  • Overall representation of ChildFund in EiE (Education in Emergency) project in Amhara region (N/Wello and target Woredas)

  • Provide regular updates to Emergency Program Manager on a weekly and monthly basis on progress, priorities, and constraints

  • Work in close collaboration with other sectors within CF specifically with Education specialist and other partners to ensure that emergency interventions build upon, link into longer term programming and ensure comprehensive response.

  • Coordinate with other IRC EiE partners to maximize the utilization of resources and also avoid duplication of resources.

Resource Management

  • Manage operating budget of the project for the project implementation including procurement, cost for the materials purchase and any other expenses incurred for EiP project (PM-ERP)

  • Contribute to the selection of pre-qualification and bidding of local suppliers and contractors for logistics availability, and items and service purchase.

  • Liaise with NGOs/UN agencies in to ensure coordination of inputs and resources for project activities.

  • Regularly track budget versus actual together and take timely corrective action on irregularity.

  • Manage project budgets according to the plan and provide accurate and timely information on the status of expenditure.

  • Closely follow up project financial management (cash flow, field financial report review, monitoring, site visits, audit etc.).

Monitoring, Evaluation, Reporting and Documentation

  • Together with the M&E team and technical staff, monitor project activities according to the project monitoring framework and implementation plan.

  • Participate in field visits to monitor and evaluate the progress of the project

  • Review and compile progress physical and financial reports sent from woreda officers and ensure the accuracy and timely submission of these reports to Emergency Program Manager

  • Ensure high quality reports are submitted in a timely manner and in accordance with the donor and ChildFund requirements by collecting evidence and case stories from target schools.

  • Monitor the impact of PM-ERM project in the framework of EiE response program and promote learning by documentation of best practices for future emergency response works

  • Provide necessary information to the team at CO (when appropriate)

  • Assist on the documentation of best practices and challenges to generate materials for strategic direction of further implementations of life skills education and EiE programming

Child Safeguarding

  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

Job Requirements

Qualification/ Experience

  • 5+ years of relevant practical experience out of which two years in managing NGO emergency response project.

  • Good managerial experience, including managing budgets.

  • Experience in leading in emergency program.

  • Technical experience in managing education in emergencies, Child Protection in emergencies, need assessment, planning and facilitation skill is an asset.

Education Qualification

  • BA/BSC degree in education, social work, sociology, child protection, psychology, public health, and other relevant fields.

  • Master’s degree in the field is advantageous.

Desirable Skills, Knowledge, and Experience:

  • Knowledge of Sphere standards, CPMS and NGO Code of Conduct

  • Strong planning, monitoring, reporting   and documentation of lessons learned.

  • Strong experience in collaborating and partnering with the government and other EiE partners.

  • Good understanding of the external operating environment including government policies, strategies, guidelines, and operating procedures in managing emergencies and the actual situation of the conflict affected areas of Tigray region.
