About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
I. Summary of position
Implement the logistics policies of the mission to ensure good logistical performance and provide the best possible support to the logistics department.
The Roving logistics Manager Role’s purpose, engagement and delivery is:
Objective 1: Provide Capacity Building/Training for teams in the Bases/Capital
Provide general logistics training (LINK and Kit LOG), and refresher training where necessary according to the plan and/or upon request from the LOG HOD
Training of logistician, program staff and field coordinators in the use of PPP and SP in collaboration with DLOG HOD
Assess gaps of the logistical capacities of the bases and provide SWAT analysis to LOG HOD with possible solutions
Actively participate with the LOG HOD/DLOG HOD in reviewing LOG systems/processes whenever requested
Objective 2: Provide support and fill Base Logistics positions during the gaps and when requested by the Line Manager
Ensure that all procurement made at capital level for respective bases you are responsible to provide update to the bases in collaboration with capital supply team and bring to the attention of the LOG HOD if there is anything that needs further action.
Ensure the follow up of ongoing framework contract and is up to date for each of respective base you provide support.
Make sure the base you provide support, keep up to date price catalogue and suppliers list.
Ensure application of latest KIT LOG version procedure in each of your respective base you provide support.
Objective 3: Participate in emergency need assessments and Bases opening and closures
Participate in emergency need assessments upon LOG HOD request and participate in emergency operation set up base opening and closures accordingly.
Carry out market surveys in bases upon LOG HOD request and in collaboration with FC/base logistician.
Participate and insure that all new grants PPP and SP prepared on timely bases and updated accordingly in collaboration with DLOG HOD and the field team.
Make sure the procurement is going according to PPP/SP and the budget utilization is going according to the plan in terms of procurement activities for each base you provide support.
Participate in the new budget preparation, forecasting procurement/supplies of costs from procurement follow up database in collaboration with FC, LOG HOD, DLOG HOD and base logistician when it is needed.
Objective 4: Review PD files & Ask for Validation
Review PD file transferred from each bases you provide support and obtain validations as per the authorization threshold for procurement done at each bases when is needed.
To be the focal person for communicating and follow up with capital team to obtain validation for all PD file that comes from each of the bases you provide support that needs LOG HOD review and validation.
Objective 5: Review Logistics, Donor and Field Reports
Review the logistic reports of each base you provide support.
Provide well organized feedback on the report and identified gaps in each bases and recommend solutions accordingly in support of LOG HOD.
Reviewing and compiling of donor report in support of DLOG HOD and LOG HOD for each bases you provide support.

Provide coaching to all logistics, finance and program team when it needed.
Provide technical support and advice for all in need of your support in your area of responsibility.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. V. Working Conditions, Travel (at least 75% of the time) and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
