Job Description

CARITAS Switzerland (CACH) has been working in Ethiopia for nearly 50 years. Currently CACH cooperates with a wide range of civil society, research, and private sector actors in Ethiopia. Registered as an International Foreign Charity Organization in Ethiopia, CACH is also operational at project implementation level. CACH’s main working fields are economic development, agricultural development and food security, WASH as well as Emergency and Relief response. Our current operational covers southern and Eastern Oromia, SNNP and Tigray regions, across which several projects are being implemented.

Summary of Duties

The Deputy Head of Programme (DHoP) is expected to contribute to the successful implementation of existing as well as to the designing of new projects implemented under the CACH Ethiopia Country Programme. He/She will support the Head of Programme in project monitoring and project development as well as in continued capacity building of internal staffs and partner organizations to guarantee that strategic objectives are met in line with the policies and strategies of Caritas Switzerland and its partners.

Furthermore, the incumbent is expected to assume the role as Project Manager (PM) for the phasing out stage of one project (located in the Zeway-Shall basin) for a period of six months until project completion. In this role, the PM is expected to coordinate and manage all remaining project activities along the adjusted Detailed Implementation Plan and shall be responsible for the capitalization of project learnings. She/he will in this role manage a small team of three staff.

Main Areas of Responsibility (as DHoP)

  • Coordination and co-management of Development / Humanitarian-Development Nexus (D/HD) projects implemented under the CACH Ethiopia Country Programme;

  • Support the planning, coordination and conduct of assessments, base-/endline studies and other surveys;

  • Develop and accompany project-based learning and capitalization tools and processes;

  • Facilitate across the programme planning, learning, and capitalization workshops;

  • Ensure the mainstreaming and implementation of organisational key tools, instruments and implementation guidelines across the programme;

  • Support the capacity building and accompaniment of project staffs/partners in the areas of Project Cycle Management (PCM) as well as in the sectors of Agriculture, Water and Energy, Climate, Entrepreneurship and Market/Food Systems and related;

  • Conduct monitoring visits to selected projects;

  • Ensure high quality and timely reporting;

  • Programme/project development through the continued documentation, capitalization and (re)designing of conceptual/business/implementation models;

  • Fund acquisition for new projects in line with CACH Country Programme.

Job Requirements

About you

The ideal candidate represents the majority of the below mentioned areas;

  • Advanced degree in international development studies, humanitarian aid or other related topics;

  • Technical expertise in at least 3 of the following areas: Market System Development, Renewable Energy (focus solar based energies), Agricultural systems – on-and-off farm activities, Climate Change and/or Business Development/ Entrepreneurship;

  • Experience in designing D/HD projects and strategies;

  • Experience in high quality report and proposal writing for fund acquisition;

  • Project implementation and project cycle management experience in the sector of development and humanitarian aid are an advantage;

  • Excellent conceptual and analytical capacity;

  • Very good coordination and planning skills;

  • Good facilitation skills and experience in coaching/capacity building;

  • Good knowledge of office package (Word/Excel/Outlook/PPT) required;

  • Excellent oral and written English skills are mandatory (English mother tongue speakers strongly encouraged to apply), and speaking other local languages are an advantage;

  • Readiness to travel extensively to field sites also ad hoc and in very fragile areas (by respecting internal safety and security guidelines).
