The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Political Advisor 2 (fixed term contract until 31.12.2023 with possibility of extension based on budget to be available for the position) based in Shire.
GENERAL DUTIES
Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
Understands and adheres to the ICRC Code of Conduct
Understands the roles of the components of the International Red Cross and Red Crescent Movement
Respects and observes staff regulations and security rules at all times
Represents the ICRC in a professional manner at all times
Develops and maintains a pleasant and conducive working environment with colleagues and line managers
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
Advises management and staff on political issues, the conflict and security situation and contributes to defining the sub-structure’s overall strategies.
Actively maintains and develops a network of contacts within the zonal as well as regional authorities, security and armed forces, political opposition, civil society, community leaders/elders and International Red Cross and Red Crescent Movement and with any other influential stakeholders. Facilitates management’s access to them.
Holds briefings on the context and cultural sensitivities for the sub-structure staff.
If requested by the HoSD, might also hold security briefings to visiting resident colleagues.
Writes reports, briefing notes and other required documentation to share the results of political and other analyses.
Monitors the humanitarian environment and needs in the area under SHR SD as well as in the Tigray, and in Ethiopia overall.
Analyses the security, socio-economic, cultural and political environment as relevant to the ICRC (regional/national/local level). Shares pertinent information with colleagues and reports any changes in the situation.
Participates in and holds internal and external meetings and develops and maintains contacts with high-level municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches, non-governmental organizations (local and international) and the population.
Participates in administrative follow-up of field missions.
Participates in the follow up of the COOP file at the SD, in close collaboration with the HoSD as well as ADD COOP.
Holds the SAFE Training Relay role in Shire Sub-delegation, in coordination with the regional safe coordinator, and ensures that security and safety trainings are appropriately conducted and transmitted to the Shire ICRC staff.
Support the HoSD in the elaboration, follow up, and tracking of security management related tools, such as the security rules updates, the contingency plan review, as well as the preparation of the security working group meetings, and action points’ follow ups.
Participates in the Monday access meeting at OCHA Shire, as well as any other relevant coordination meetings that would contribute to aliment the SD’s contextual analysis.
Upon the request of the HoSD contributes to the regular update of the mapping of actors of influence and updates the Shire list of interlocutors.
Might be requested by the HoSD to conduct some protection related activities, in collaboration with the PTL.
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments.
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
Takes responsibility for their own professional learning and development
BA degree in Social. Economics, Social Science, preferably in political science or closely related fields.
Minimum of 5 years’ professional experiences in similar fields,
Ability to demonstrate the existence of a relevant network of contacts
Proven experience in cultivating networks and influencing others
Knowledge of multilateral organizations/fora/agencies and platforms
Good Knowledge of English,Tigrigna and Amharic language
