CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years of experience in international development and humanitarian response and are members of worldwide networks, including Caritas Internationalis. The three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia. CST Ethiopia works in partnership with local church and non-church organisations, supporting communities in Addis Ababa, Afar, Amhara, Oromia, SNNPR and Tigray regions.
The CST Ethiopia country office in Addis take overall responsibility for the implementation of the CST Ethiopia country programme, which currently focuses on humanitarian response, livelihoods and women’s empowerment and gender-based violence.
CST Ethiopia has been supporting partners to implement humanitarian and development programming in a number of regions in Ethiopia. CST Ethiopia works exclusively in a partnership model, collaborating with local partner organisations.
CST is currently looking for an Ethiopian citizen for the position Human Resource Officer based in Addis Ababa, Ethiopia. Reporting to the Operation manager, this is a fixed term two-year contract with possibility of extension and will also involve travel to the CST Ethiopia field office in Mekelle, Tigray Region.
Key Responsibility
Human Resources Administration
Register and document staff leave requests, medical claim /approval, and records.
Monitor and follow up scheduled absences such as holidays or travel and
Coordinate actions to ensure the staff absence, staff attendance has been adequately covered off to ensure continuity of services.
Ensure that all staff are registered, insured, and informed about accidental group and medical insurance.
Transferring, promoting, terminating, and ensuring paperwork processed is completed.
Ensure staff employment contracts are renewed in a timely manner in consultation with CMT
Creating and maintaining staff profiles, employees’ records and employee information in the system. Be the office point of contact and go-to person for the Trócaire People HR system.
Maintain the updated staff timesheet, Employment contract.
Efficient and secured filing system (physical and electronic files) of all HR & administrative files in both all offices in strict confidentiality of employees’ personal files and other administrative private document.
Ensure that all staff have accurate and updated job descriptions.
Participate in INGO HR network forum meeting for learning and sharing on HR issues. Organising regular HR meeting with line manager and Global HR Partner, sharing the issues and challenges to have common understanding on the issues/challenges and explore the best solutions to address these issues and challenges with common approach and collectively.
Human Resources Management
Implementation of CST Ethiopia Midterm Review & Annual Performance review are done as per schedule and according to Trócaire PM cycles and procedures.
Provide advice and recommendations to Country Management teams regarding probation status, employee relation issues, breaching Code of Conduct, HR manual policy according to disciplinary actions.
Provide basic counselling to staff with performance related challenges including to Coordinate and Assist employee Assistant programme
In collaboration with the different offices, coordinate staff Performance Training & development activities
Support line managers with recruitment requirements e.g., vacancy announcements, contract negotiations, recruitment system management (Workable) and advertisements for vacant staff positions.
Coordinate and facilitate staff recruitment, Safe recruitment check list, and coordinate interviews
Effective HR support to the CST Ethiopia Tigray branch. H/she will be required to make frequent field visit to provide job support and guidance to Tigray.
Ensure all new staff receive adequate induction from the relevant persons. Seek feedback regarding Trócaire induction process from the new hire and recommend areas of improvement
Conduct/participate in exit interviews ensuring the departing staff complete an exit interview questionnaire to determine reasons behind separations of services.
Be the point of contact for wellbeing initiatives in country and liaise as required with the Global HR team.
Produce and analyse HR reports as required.
HR Policy and Procedure implementation and Compliance
Review and update HR related procedures and policies, taxation law, employment law, update local labour laws and legislation, internal compliance.
Promote workplace safety through the implementation of internal complaint mechanism.
Payroll and Benefit Package
Closely work with the Head of Operations and review to update salary package after Proper survey in coordination with local market practices and Advocate to CMT if needed.
Closely work with Head of Operations and Finance Manager to make sure staff cost recovery % from different IF donor funds.
Actively participate in INGO’s Salary review and benchmark and report to Head of Systems.
Safeguarding
Internal-Facing Role
Maintaining awareness of safeguarding with staff, including staff refreshers
Ensuring staff members have signed the relevant safeguarding policies
Ensuring new staff members receive a safeguarding induction as part of their overall induction
Ensuring consultants have signed the safeguarding self-declaration form
Ensuring visibility of Trócaire’s commitment to safeguarding within the office, e.g. Commitment Statement Poster, Staff Reminder Poster
Liaising with Human Resources colleagues (or other relevant colleagues) so that the Safe Recruitment Checklist is used
Acting as a point of contact and conduit for general safeguarding-related information, updates and initiatives between the Country Office and HQ
Supporting internal safeguarding-related initiatives and activities, e.g. Trócaire’s yearly internal safeguarding week
Supporting the annual self-audit process (alongside the Country Director)
Receiving reports of concerns or disclosures in the absence of the Country Director, or where an individual is more comfortable to speak with the Safeguarding Focal Person first
External-Facing Role
Acting as a point of contact / liaison between the Country Office and partner organisations with respect to good safeguarding practice and minimum expectations of partners as per our Partner Grant Agreement (including commitment statement, code of conduct, child safeguarding policy, complaints mechanisms, and annual audits).
Working alongside / liaising with the relevant POs and/or PMs on good safeguarding practice of partners.
Supporting monitoring of partner progress on good safeguarding practice and helping to identify and communicate the supports they may require from Trócaire with Country Office and HQ.
Supporting colleagues who are undertaking monitoring or project visits to use the ‘Spot Review Form’ to assess partner safeguarding compliance.

Essential Requirements:
University degree in Business Administration / BBA/bachelor’s degree or diploma in Human Resources Management.
Experience
At least 4 years work experience in the related field.
Practical NGO or relevant experience in similar position.
Proven experience in developing job descriptions, all steps of HR recruitment process, training and development, performance management- setting objectives/goals etc.
Proven experience in working remotely
Skills
Excellent knowledge and information on the labour and taxation law and Ethiopia legislation.
Excellent organisational & planning skills.
Excellent computer skills of MS office, e-mail, internet & file and data backup systems.
Excellent with interpersonal skill with the ability to manage sensitive and confidential situation with tact, diplomacy, and professionalism.
Fluency in oral and written English.Quality
Familiarity with humanitarian logistics and Ethiopian Logs cluster ways of working
Teamwork sprit and flexibility in stressed environment
Qualities
