Job Description
The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 42 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in nine regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.
Scope and background:
Reports to Environmental Health Manager and is accountable for technical oversight & support in creating safe and clean living environment and raising awareness on safe hygienic practices for clients of projects in Hargele, Dolobay, Helewoin and Melkedida areas and building the capacity of EH staff.
Major key Responsibilities:
Project implementation:
Coordinate with the relevant government partners and communities to identify Sanitation and Hygiene needs of communities
With support from EH Manager, design, and undertake/take part in quantitative/qualitative assessments to identify key risky hygiene behaviors, to set baseline and measure project achievements.
Work with beneficiaries’ representatives to identify volunteers/incentive workers for hygiene promotion/education.
Work with clients to select site and design to build latrines, water points and other WASH facilities for vulnerable groups, and ensure needs of most vulnerable are taken in to account at all stages of hygiene promotion intervention/s.
Ensure that Sanitation and hygiene promotion are implemented in a timely and professional manner, according to design specifications and performance indicators and in line with donor requirements and beneficiary needs.
Ensure accurate documentation of Sanitation and Hygiene promotion activities and experiences at field and office level.
Maintain close contact with Environmental Health Manager with in the IRC field sites to ensure effective technical, logistical and management support for all aspects of project implementation.
Conduct regular monitoring and technical support visits to project sites.
Conduct needs assessments, project review assessments.
Coordinate with HEALTH sector to conduct Infection Prevention and Control (IPC) assessments in health facilities, with Hygiene Promotion Specialist, Senior MEAL Officer and other technical unit members to ensure targeted support and effective, quality programming.
Work with Senior Sanitation and Hygiene Promotion Manager on development, testing, printing, and positioning of culturally appropriate IEC materials, and monitoring tools and ensure proper use of the same.
Monitoring & evaluation:
Prepare detailed work plan for hygiene promotion/education activities and ensure proper implementation of the same.
Maintain a regular system of project progress monitoring and evaluation.
Strive to increase program quality during project f implementation. Develop/maintain systems to measure impact and quality in assigned projects.
Capacity building:
Recruit, train, manage and supervise Environmental Health Agents and community health volunteers basics of participatory hygiene promotion/education, methods/approaches, and communication and facilitation skills on
Organize/coordinate capacity building trainings to WASH Cos , woreda and zonal water and health office experts
Prepare detail capacity building training reports,
Track and document sex segregated clients data reached by the interventions
Logistics /Finance:
Liaise with IRC Administration, Logistics, and Finance Departments to ensure smooth operations and appropriate support to field staff.
Raise and follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site.
Develop and maintain tools to supervise project progress, financial commitments and expenditures against budgets.
Maintain budget plans & monitor spending for allocated EH budgets.
Reporting:
Provide timely trip reports and/or monthly reports to EH Manager
Ensure and coordinate timely production of monthly reports by EH staff based on qualitative and quantitative indicators of project status.
Complete and share monthly reports within agreed timeline.
Experience in a humanitarian setting (refugee camps, rural development, or emergency response).
Proficient in Windows, MS office programs, email, and database tools.
Educational Requirements:
University Degree in Environmental Health, Public Health, Nursing, Community Development, Health Education, or any other related field from recognized University
Preferred experience & skills:
At least 2 years of relevant experience for degree holders and 1 year of relevant experience for Post graduate holder - Essential in the sector.
Relevant work experience on hygiene promotion with I/NGO in development, emergency, or refugee settings - Preferable
Very good written and spoken English – Essential and Tigrigna is an asset.
Previous experience of implementing participatory hygiene promotion and sanitation methods (e.g., PHAST, CLTS/H, CHC, CHAST) and organizing campaigns on key hygiene themes
Previous experience of implementing institutional (schools & health facilities) hygiene promotions/educations; - Preferable
Ability to work as part of a team as well as to work autonomously when required; - Essential.
Very good at computer- Microsoft Office (Word, Excel, Power Point and e-mail)
Language Skills:
Proficient in English writing and speaking skills.
Knowing local language is advantageous.
