Summary of position
Under the supervision of the Head of Department Finance, the Roving Finance Manager serves as a focal person for gap filling (Budget Management, Treasury Forecast, Field Compliance, Validation of Procurements, and Accountancy), ensuring that the Field Office Finance Team receives the proper support, and building their capacity.
The Roving Finance Manager (RFM) role’s purpose, engagement, and delivery are:
Purpose: The main purpose of the RFM is to fill gaps in the base offices and assist the Capital finance team in any financial matters.
Engagement: The RFM mainly interacts with Field Coordinators, Finance colleagues in the base office and Capital office with intermittent interaction with stakeholders whenever he/she assumes the position of Field Finance Manager (during gap filling).
Delivery: The RFM is expected to deliver error-free monthly/weekly/daily accountancy packages to the Capital Accounting team on a timely basis. The position holder shall need to ensure the accuracy and completeness of procurement documents when validating. Moreover, the RFM shall be able to provide project financial performance status to base coordinators on a timely basis.
Essential Duties:
Keep track of organizational expenditure to make sure it stays within the allotted amount and assist other departments in the budget management process. Inform the program and support departments of any large budget line balances that remain. Make strong efforts to consume the budget more quickly than anticipated.
Create a monthly treasury prediction that is accurate and timely, ensuring that there are enough funds in the base to cover ongoing operational costs by producing the revised treasury forecast, if any, in a timely way.
Serve as the base's point of contact for compliance, making sure that the base's Action Against Hunger policies, procedures, and systems are in place and operational. Inform the Finance HoD/Deputy Finance HoD of any violations of procedures and policies that could put the organization at risk.
Make sure all transactions adhere to the minimal donor requirements and are backed up by the appropriate paperwork in accordance with the standard supporting documentation guideline.
Confirming that the budget is available and that the requests are within the authorized budget through validation of procurement requests Verifying the accuracy of supporting documents and the compliance of the procurement process involves validating the documents used in the procurement process before payment
Ensure the base's accounting is prepared and given to the capital office in a timely manner, and that transactions are charged to the proper budget line in the accountancy and recorded using the proper accounting code, project code, budget code, and budget line.
Prepare training materials to provide capacity-building sessions for field finance staff based on the gaps observed when conducting field visits. Moreover, provide training for newly hired field finance staff. Collect information about the field finance team's gaps from team members of capital finance as input.
Provide support to the Capital Finance team as directed by HOD/Deputy HOD Finance.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel, and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience
Degree/Masters in Accounting and related fields plus 5 years of managerial experience in a relevant humanitarian setting.
