Job Description

Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management (HoRM) in Addis Ababa, and in close collaboration with the Senior Regional Resources Management Officer (SRRMO) in the Regional Office for East and Horn of Africa, the Department of Financial and Administrative Management (DFM) at Headquarters (HQ) and the Administrative Centres in Manila (MAC) and Panama (PAC), the Resources Management Officer will be responsible and accountable for managing and coordinating the budgetary, financial, Human Resources and other administrative functions of Country's Office (CO) and the Special Liaison Office (SLO) in Ethiopia and providing support in these areas to staff in CO and SLO, including those in Sub-Offices.

Core Functions / Responsibilities:

Monitor and oversee the financial management for all activities in the Country Office (CO) including the oversight of financial expenditure and accountability. In coordination with the HoRM and the CoM undertake financial analysis of projects in the CO.

Supervise the management of the treasury by forecasting cash flows according to CO and Sub-Office activities. Monitor and control funds disbursed; validate that funding is received and disbursed in accordance with donor agreements.

Assist the HoRM to coordinate and review budgets, financial reports for donors and other requirements, and financial analysis of projects and programmes in accordance with IOM and donor reporting requirements; oversee budget control process and analyze variances between budget and actual expenditures; Contribute to the preparation of the annual budget for the CO and SLO , guide and support the preparation of budgets for new projects and programmes.

Provide support to Project Managers throughout the cycle to ensure compliance with the general instructions of IOM and relevant permanent instructions for the whole CO, namely in the areas of general administration, finance, and human resources.

Maintain and further strengthen appropriate internal controls to safeguard the Organization’s assets, and cash and prevent fraud.

Inspect payroll versus budgets, and validate that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

Ensure CO’s compliance with the IOM rules on engaging Implementing Partners (IP) and ensure financial verification are completed in a timely manner; provide capacity building of the IP and compliance staff.

Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.

Follow up on audit reports as impacting Compliance, including on the implementation of audit recommendations. Report all concerns and issues related to non-compliance with IOM policies, rules, and regulations immediately to the HoRM.

Contribute to the implementation of the IOM risk management standards by developing, managing and conducting risk assessment and monitoring and assessing control and mitigation effectiveness as well as in providing guidance and advice to project staff on matters pertaining to risk management.

Support the HoRM in managing the Human Resources function and make recommendations on recruitment and personnel administration of staff in the Country Office. Correctly apply Human Resources (HR) policies, rules and regulations and make recommendations for resolving difficult or sensitive cases in consultation with the HoRM.

In coordination with the HoRM, assist in supervising the IT, procurement, and logistic services, including contracts with service providers and suppliers of goods and services and related administration authorities and ensure that relevant IOM policies are implemented.

Supervise and manage the Finance units’ staff in the Sub-Offices.

Provide capacity building to the CO’s staff in the areas of finance, human resources, administration, logistics and procurement and take actions to resolve anomalies and unusual trends. In coordination with the HoRM, provide support and guidance to other units on the above matters with a view to increasing their effectiveness and efficiency.

Liaise with the banks, donors, government counterparts and other stakeholders as required in the performance of the accounting function.

Serve as Officer-in-Charge (OiC) of the Resources Management Unit in the absence of the HoRM, including participating in the Organization on UN Operations Management Team (OMT) or ONE UN working group, when required.

Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience:

Education

Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience or,

University degree in the above fields with seven years of relevant professional experience.

Professional certification as a Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Experience

Experience in Financial and Human Resources Management at the international level;

Field experience, including coordination and cooperation with international institutions and coordination bodies;

Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises; and,

Experience using corporate IT systems and software.

Skills

 

Knowledge of IOM/UN finance, Supply Chain and HR procedures and rules;

Advanced knowledge of Microsoft Office, especially Excel;

Knowledge of International Public Sector Accounting Standards (IPSAS); and,

Knowledge of SAP is highly desirable.

Languages

 

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.

The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
