The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Generalist Field Officer 2, based in Jijiga.

Terms of Employment: Fixed term contract until 31st December 2023 with possibility of extension based on budget to be available for the position

PURPOSE

Under the supervision of the Generalist Delegate, the Generalist Field Officer, contributes to defining, implementing, and monitoring ICRC projects and activities – including fieldwork, protection, assistance, cooperation, and contributing to the representation of the ICRC at local level. With 50% reporting time on Communication, the Generalist Field Officer is also responsible for the smooth implementation of communication activities in the AoR and, in coordination with the Communication department in Addis Ababa, in maintaining the quality and coherence of the overall communication file.

GENERAL DUTIES

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Respects and observes staff regulations and security rules at all times

  • Represents the ICRC in a professional manner at all times

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Field related work, security management, networking and protection (50%)

  • Informs and advises the Field Delegate / Head of Sub-structure on the security situation in the zones of responsibility and assists in obtaining security guarantees for the deployment of ICRC teams

  • Supports the Field Delegate / Head of Sub-structure in the transmission to other ICRC teams about application of the security rules and how to deal with security and behavior matters in the zones of responsibilities

  • Contributes to, maintains, and develops a network of key interlocutors for questions of security and the humanitarian situation

  • Informs the Delegate / Head of Sub-structure of all irregularities or security issues in the field

  • Participates in the planning and preparation of field missions/visits, with a focus on Protection of Civilian Population (PCP), Restoring Family Links (RFL) and Assistance objectives

  • Provides support to other departments where/when required in the areas of responsibilities (assessments, networking, distributions etc).

  • With the support of the Generalist Delegate, assists in drafting of field trip reports, minutes of meetings, speaking points, and other ad hoc written reporting, as required

  • Actively participates in internal and external meetings and develops and maintains contacts with local and regional authorities, security forces, other actors of influence, NGOs and communities for an improved networking and perception of the ICRC

  • Ensures good working relations with the ERCS in zones of responsibilities through regular visits, in close collaboration with the Field Delegate / Head of Sub-structure, and Cooperation department

Operational communication, networking, and reporting (50%)

  • Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and shares such information with colleagues at the sub-delegation that allows to establish objectives and priorities

  • Provides ad hoc briefings to the HoSD and in sub delegation meetings on the general political & security situation, humanitarian issues, main recent events and developments, etc.

  • Provides a weekly summary of the region’s developments based on daily reading and analysis of newspapers, radio/tv, social media and other sources of information

  • Represents and promotes the ICRC regarding its activities with all relevant interlocutors including through Operational Communication (OPCOM) and dissemination sessions when appropriate

  • Prepares relevant dissemination material (print and audio-visual) and presentations to be used for OPCOM sessions

  • Provides support to ICRC sponsored dissemination programmes organized by the ERCS;

  • Responsible for gathering content and documenting activities (photographs, videos, stories of beneficiaries) undertaken by the ICRC within the AoR, as well as writing stories

  • Translates ICRC products into Somali, as required, and proofreads Somali language documents before printing and distribution

  • Ensures that the list of key interlocutors is up to date and develops new ones, as relevant

  • Distributes ICRC publications to relevant interlocutors and contacts

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

  • Takes responsibility for the own professional learning and development

  • Upon request, participates in other programs based on operational priorities

Job Requirements

  • College or university degree in Communication, Journalism, law, Social Sciences, or any other related field;

  • Minimum 3 years work experience in a similar function with good performance related to humanitarian activities and communication

  • Excellent knowledge and skill of analyzing the social, political, cultural, religious and ethnic environment of the region and country;

  • Excellent knowledge of the nature and causes of conflict and violence in the regions;

  • Sound knowledge of IHL and related national and international legal instruments

  • Ability to take initiative and work independently

  • Strong team sprit and availability to frequently travel to the fields

  • Excellent communication and presentation skills

  • Sense of responsibility and confidentiality

  • Excellent command of spoken and written English, Somali and Amharic.

  • Other local languages are an asset

  • Excellent Computer skills (MS Word, MS power point, MS Excel, knowledge of using social media platforms, etc.)

  • Driving license 3rd grade
