ROLE PURPOSE

The position holder will be responsible to support the implementation and realization of the PIE’s strategy through strategically managing and leading the child protection thematic country program. This would be demonstrated in undertaking responsibilities which includes: providing strategic program leadership to child protection team in the development and execution of country’s strategic plans to deliver high quality programmes and to ensure integration and synergies between the Child protection program and other thematic country programs, proactive external engagement, including resources mobilization, networking and collaboration for policy engagement, and learning and knowledge management within the broader organization.

ACCOUNTABILITY AND  MAIN WORK ACTIVITIES

Strategic Leadership (30%)

  • Demonstrate leadership in relation to Plan International policies and practices with respect to child protection, overall technical leadership on child protection programming, policy influencing & advocacy, capacity building, people development, partnership, child safeguarding, representation, studies and evaluations of child protection sector.

  • Provide leadership and oversight in the planning, implementation, monitoring and evaluation of all child protection project activities; assess the outputs, outcomes and impact of program interventions and activities.   

Resource Mobilization (25%)

  •  Lead and deliver quality project / programme development to compete in funding opportunities (Scanning the situations, come up with innovation and also consider sustainability and also impact of the projects and programmes) 

  • Present and share lessons, best practices, approaches and tested models for donors, government and other stakeholders, partners and alliances to further scaling up and reach wider beneficiaries as well as influencing and attracting more resources

Project/Programme Management (20%)

  • Manages and leads project cycle management in planning, implementation, monitoring and evaluations of projects and programme and close-out process.

  • Supervise child protection team at CO level and indirectly with child protection team in the respective region, local implementing partners in the implementation of projects/ programmes, capacity building and facilitate learning among partners and stakeholders at different levels

Financial Management (15%)

  • Over sighting and managing overall budget of child protection country programme.

  • Provide technical and managerial support on budget planning and utilization as well as grant management

  • Ascertain the sub grant fund is used appropriately based on stated initial plan by partners.

Networking & Collaboration (10%)

  • Represent the organization in all relevant forums at international level concerning child protection programs.

  • Involves in internal and external environment, networks, collations and alliances (Plan international regional forums, Child protection technical working groups, Mental Health psychosocial support technical working groups, GBV/ CP sub clusters, Adolescent and Youth Health Technical working groups and others)   

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Education at Masters level or equivalent in the area Sociology, Social work, Psychology or equivalent

    • Minimum 8 years relevant experience and of which at least 3 years in managerial position with NGOs in leading programs and projects.

  • Demonstrated experience in the management of child protection programmatic areas. 

  • A commitment to, and understanding of, participatory approaches to development.

  • Thorough knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level.

  • Sound understanding of integrated development issues and critical analysis of child poverty

  • In-depth knowledge of child-rights programming

Qualifications/ experience desirable:

  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.

  • Demonstrated knowledge of strategic planning processes

  • Knowledge of effective participatory monitoring, evaluation and research systems and processes

Languages required

  • Fluency in English language is essential

  • In addition to Amharic, Knowledge of Local Languages is a desirable
