The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Weapon Contamination Officer based in Shire with frequent travels to the field.
The Weapon Contamination (WeC) Field Officer implements directly or supports the implementation and monitoring of ICRC WeC activities. S/he contributes directly to ensuring staff safety and the continuation of critical operations, helping vulnerable people reducing risks through RASB and supporting the capacity building of the Ethiopian Red Cross Society (ERCS) branches where weapon contamination poses a hazard.
Under the supervision and technical guidance of the Weapon Contamination Delegate (WeC Del), The WeC FO will Plan WeC Risk Awareness and Safer Behavior (RASB) activities according to the RASB guideline and community’s needs and other activities such as gathering information regarding the Explosive Ordnance situation, incidents, socio economic conditions, level of WeC Risk awareness etc. The WeC FO networks, coordinates and mobilizes with various Mine action actors in the field.
Contributes to assessing and analyzing the security, socio-economic, cultural and political environment as relevant to the ICRC, and shares information on these subjects with colleagues.
Collects and compiles WeC-related information.
Contributes to building the capacity of the national authorities and National Societies.
Contributes to written reporting on WeC activities.
Develops and maintains contacts with the authorities at local level.
Translates/interprets as required by the department.
Reports events and changes within the region that could have an impact on the ICRC's activities, thereby providing sound elements that help the delegation to set objectives and priorities.
Stands in for the WeC Delegate and represents the WeC program in internal and external meetings.
Ensure that the RASB activities are carried out with a focus on protection concerns and that the WeC action is enshrined in a broader protection response (documentation, follow-up, resilience…)
Ensure that WeC activities facilitate and complement other aspects of ICRC emergency programs such as relief distributions, livestock support activities, water provision, health services and dead body management, etc. in his/her AoR, under the direction of the WeC Del or the Armed Forces and Security (FAS) Coordinator.
In coordination with the WeC Del, ensure, that all WeC activities and plans are implemented, monitored and evaluated as required in his/her AoR.
Plan WeC Risk Awareness activities according to the RASB guideline and community’s needs. This will be done in accordance with the overall planning of the Delegation and the WeC Del.
Conduct WeC Risk Awareness activities as planned and approved by the Heads of Sub-Delegation (HoSD) and the WeC Del.
Monitor and evaluate impact of activities through follow up visits to his/her AoR, including through an AAP approach
Accompany field visits, deliver the Risk Awareness to the beneficiaries where applicable during the visit, in coordination with other departments (WatHab, EcoSeC, Health, etc.) and evaluates the possibility to tackle WeC risks through a CBP approach/ project.
Coordinate activities with regards to WeC Risk Awareness with other agencies or partner organizations working in the area, e.g. INGO’s/UN.
Participate in the development and implementation of training programs and material on WeC Risk Awareness for the partner organizations where applicable.
Contribute to building the capacity of the national authorities and the ERCS as per WeC strategy.
Be responsible for following up, monitoring and reporting on all tasks assigned to the ERCS teams and conducted on his/her site or AoR. This applies mainly to Risk Awareness activities.
Bring to the attention of the WeC Del any initiative, issue or problem pertaining to the implementation of WeC Risk Awareness activities.
Gather information regarding mines/UXO/IEDs situation, incidents, socio-economic condition, level of WeC Risk awareness, etc. in his/her AoR and relays it to the protection team/ enters it in prot6
Gather information regarding various Mine Action actors including national authority actors.
Develop and maintain contacts with the authorities at local level.
Provide timely, clear and concise reporting in accordance with the established reporting system and formats, maintaining and making available documentation as specified by the internal SOP´s and requirements, specially related to Risk Awareness Activities.
In coordination with the field delegate and as per approved protocols, refer particularly vulnerable Mine and Explosive Remnants of War (ERW) victims to the other ICRC departments, and follow up on actions and beneficiaries.
Deliver WeC Risk Awareness to the ICRC staff, partners and beneficiaries when requested.
The responsibilities listed above are all subject to change based on the continuous reassessment of the needs by the management of the (Sub-)Delegation in coordination with WeC Del.
Stands in for the WeC Delegate and represents the WeC program in internal and external meetings on the SD level.
Perform any other tasks as directed by the WeC Del, HoSD or the FAS Coordinator.
