The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center - Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacant post for its trachoma elimination program.

Summary Job Description:  

  • The Social and Behavior Change Communication (SBCC) Advisor / individual consultant will be responsible to work closely with the Trachoma Elimination Program (TEP) Core Team, staff at the Carter Center country office, and Amhara regional and Dessie sub-regional offices to design a strategy/tool, content, educational materials, activity plans, and training resources to form an SBCC intervention package culturally appropriate acceptable to Amhara communities and understandable to primary (low-grade) students and a very low literacy audience. SBCC principles will be incorporated throughout the intervention package to encourage people to apply the information to their lives. All products for use should be very visual and with limited text so that communities can easily understand them.  The products will be developed through an iterative process including several rounds of development, field testing, and revision:

Detail Responsibilities:

  • Conduct formative and evaluation research (using root cause analysis wherever applicable) as needed to inform the design of SBCC approaches and strategies for trachoma projects.  

  • Provide leadership and technical expertise to design, develop, and monitor SBCC strategies in collaboration with concerned stakeholders and selected institutions, through a mentoring and learning-by-doing approach, considering the importance of the local context in decision-making and behavior.

  • Conduct a context analysis of the existing SBCC approach with the TEP team

  • Design and implement a comprehensive, community-based SBCC campaign to raise awareness and relay messaging on the core topics targeting community members, families, and key local government actors. 

  • Coordinates the review and adaptation of existing SBCC activities and tools for the prevention and control of trachoma 

  • Develop comprehensive communication tools and SBCC materials and activities, using the available or evidence-based theories and methodologies, 

  • Develop Activity Plans and incorporate SBCC principles so that facilitators will use them for a series of SBCC interventions.

  • Advise the team in, the selection of and overseeing vendors providing SBCC services and products

  • Develop a set of messages that complement the content of the activity plans 

  • Work with TEP Core Team on key modalities for SBCC messaging platforms 

  • Provide quality assurance and support to on-the-ground SBCC activity implementers

  • Promotes sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts

  • Participate in different supervision and support missions; identify the progress, SBCC intervention challenges, and recommendation to improve the program implementation

  • Provide oversight to the SBCC program components, including undertaking field visits to partners to oversee implementation, provide on-site feedback on required improvements, and generate field visit reports with timely and appropriate follow-up on action points. 

  • Produce progress and final reports in accordance with the reporting requirements.

Terms of Employment: Three months contract. 

Job Requirements

Qualification and Experience: 

The SBCC Advisor/ Individual Consultant is expected to possess skills, knowledge, and over eight years of experience in undertaking similar SBCC development and studies, especially on NTDs. Additional Requirements include:

o Master’s Degree in Public Health, Health Communication, Behavioral Sciences, Social Work, Sociology, Health Promotion, or other Social Sciences and a Minimum of 6/8 years of relevant work experience for MA and BA holders respectively in designing SBCC strategy, developing BCC/SBCC messages and multi-media materials, and implementing SBCC activities.

o At least 8 years of SBCC-specific experience in designing, developing, implementing, monitoring, and evaluating SBCC strategies and materials as well as related training

o Certificate of experience or accomplishment of such activities from a minimum of three references

o Extensive professional experience designing and implementing SBCC

o Proven experience in designing informational or educational materials that incorporate an SBCC approach for use at primary schools and community levels with low-literacy audiences.

o Proven experience in designing training materials for use with low-literacy facilitators.

o Knowledge and experience working with community outreach and educational programs.

o Willing to travel to woredas in the Amhara region for the assessment and to participate in field testing of intervention materials.

o Experience in Trachoma Elimination Program or other NTD programs preferred.

o Experience working with schools and low-literacy populations in the Amhara region is strongly preferred.

o English fluency is required.
