I. Job Summary:

The Senior Humanitarian Program Operations Manager / Addis provides overall supervision and support to the humanitarian field managers/staff to ensure the efficiency and effectiveness of humanitarian projects.   In addition to direct management support, the   postholder fulfills   a key coordination role, working closely with the humanitarian program managers (HPMs) to ensure each project is implemented in a timely and quality manner. This includes facilitation of required support services for each project through coordination with appropriate units ( HR, procurement, admin, logistics). It also includes regular review of progress with HPMs and FO staff against agreed implementation plans and consensus building around solutions to improve bottlenecks or challenges encountered during implementation. S/he is also required to participate in regular review of financial progress and provides support to FO teams in implementing corrective actions to address pipeline issues.

II. Responsibilities

Job Responsibility #1: Staff Management (30%)

  • Assist in the development of departmental work plans and cascade the same to individual work plans

  • Ensure staff APPAs include KPIs which are continuously monitored and measured against progress

  • Ensure that APAAs (annual and semiannual) are completed in a timely manner and submitted to HR

  •   Create a collaborative and conducive work environment for team members with the aim of strengthening team work and job satisfaction

  • Conduct periodic gap assessments for training needs as it relates to operational implementation and identify targeted capacity support for staff (Addis and FOs).

  • Facilitate conflict resolution mechanisms and ensure that grievance and whistle-blowing mechanisms are functional and fairly administered as per CARE policy            

Job Responsibility #2:  Program Implementation and compliance (30%)

  • Support FO staff in the development of  detailed implementation plans and to  monitor the implementation of project activities as outlined in the plans

  • Collaborate with HPMs and senior program manager planning and technical for timely financial reports, budget preparation and planning

  • Support field staff to ensure they are conducting regular monitoring activities through regualr field trips, and undertaking periodic reviews to follow up on the status of implementation

  • Support humanitarian program managers  in the timely identification of implementation challenges and their resolutions

  • Collaborate with appropriate operation units to facilitate efficient and quality program support to projects as well as the timely resolution of challenges (inclusive of procurement, HR, logistics and finance)

  • Provide supervisory support to field office staff to ensure compliance with CARE policies and procedures (including all CI members and CARE Ethiopia) and donor rules and regulation

  • Coordinate with HPMs and FO staff to prepare responses to internal and external audit findings within the stipulated time frame

  • Support the implementation of audit recommendations related to humanitarian projects

Job Responsibility #3:  Financial Management (15%)

  • Support Field staff in monitoring and managing budgets as per agreed implementation plans and in accordance with donor and CARE rules and regulations

  • Work with the humanitarian program managers to monitor burn rates and ensure CARE and its implementing partners employ timely and appropriate corrective action to address delays of a technical and financial nature

  • Support the senior planning and technical manager in the development of new project/program budgets as required

  • Collaborate with the LDM Manager to assess current conditions in the emergency projects and ensure that issues are correctly identified and corrective actions taken when necessary

Job Responsibility #4:  Networking and Representation (10%)

  • Liaise with key stakeholders through cluster framework (donors, government officials, etc.) and represent CARE Ethiopia in policy fora and workshops at national and regional level as required

  • Network with other INGOs and local NGOs to identify potential partners for humanitarian programming

Job Responsibility #5: Reporting and Documentation of Learning (10%)

  • Facilitate field level reporting as per agreed donor and/or CARE reporting schedules and formats

  • Facilitate the timely and quality submission of field reports to the concerned department in the Head Office

  • In coordination with the LDM Manager and the senior planning and technical manager, coordinate field level inputs into documentation of learning and dissemination of the same to key stakeholders

Job Responsibility #6: Other (5%)

  • Perform other duties as assigned.

Job Requirements

III. Qualifications

Required:

  • B.A. Degree in Social Sciences, Nutrition, WASH, Disaster Management or combination of education and work experience

  • 6 years of relevant experience with the first degree and 5 years relevant experience plus post graduate degree in Social Sciences, Nutrition, WASH, Disaster Management.

  • At least 2 years of management experience.

  • Oversees/international experience with an international NGO is an advantageous.

  • Programming experience in medium to large scale complex emergencies

  • Comprehensive knowledge of the different phases of the project cycle as it applies to humanitarian programming. 

  • Ability to develop work plans and program budgets

  • Expertise in project implementation

  • Supervisory experience and ability to manage and provide technical guidance/mentoring and coaching

  • Computer skills (Word processing, database management)

  • Excellent written and verbal communication in English Language

  • Understanding of the importance of gender, youth and social inclusion

  • Demonstrated commitment to principles of gender, equity, diversity, inclusion and PSHEA (safeguarding) through previous positions or programming experience

Desired:

  • M.A. Degree in Social Sciences, Nutrition, WASH or Disaster Management

  • Emergency programming experience with an NGO
