Job Description
The International Livestock Research Institute (ILRI) seeks to recruit a Deputy Finance Manager - Programs who will work with the Senior Manager - Finance and the Finance Manager (Programs) to provide efficient, quality finance and administration services to assigned programs/projects. The International Livestock Research Institute (ILRI) works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa.
Key Responsibilities:
Reporting:
Review for accuracy and timeliness of donor reports to ensure they demonstrate sufficient trail to the general ledger and supporting documentation;
Support the Finance Manager in the preparation of meaningful monthly management reports.
Reconcile partners, donor payables, and receivables and ensure they tie to the TB;
Support in month-end closing procedures;
Test for accuracy of computed indirect costs and full cost recovery charges on projects managed;
Review and ensure project contracted financial obligations are accurately interpreted and executed hence timely and accurate donor financial reports and invoices;
Liaise with different regional/field offices to ensure timely reporting of project expenses;
Share status updates and other ad hoc reports depicting different program performance areas - as and when required.
Partner Management:
Conduct due diligence on partners before contracting;
Review drafted CRAs and service agreements to ensure they are in favor of ILRI - Cash transfers, the timing of financial reports, detailed account listing, & sample payment vouchers;
Follow up with Program Accountants to ensure transfers to partners are timely and as per contracts;
Review partner financial reports and verify supporting documents to make sure the required entries have been posted in the financial system;
Organize training for partner accountants and conduct targeted partner visits;
Timely follow-up of outstanding partner balances with Programs, PA, and partner contacts.
Budgets and Proposals:
Uploading project budgets in the financial system;
Review proposals to ensure they are fully costed, and financial clauses are in favor of ILRI;
Support the Finance Manager - Programs in reviewing donor agreements to ensure they’re in favor of ILRI (indemnities, audits, frequency, and nature of financial reports, etc.)
Expenses Review, Record Keeping, and Audits:
Assist in the review of payments to staff/consultants, including following up on advances to ensure they are accounted for in time;
Liaise with the treasury unit to ensure program-related payments are done in time;
Ensure that an efficient and secure record-keeping system is in place;
Coordinate project audits (both internal and external) to ensure no material findings in the management letter;
In collaboration with the Finance Manager, support institutional audits on all matters relating to grants.
Other:
Conduct periodic performance reviews for Program Accountants;
Provide additional support on demand to clients of the unit;
Help other unit members to learn and excel in their work;
Can be called upon to work on tasks relating to other programs or sections within finance;
Replace the Senior Manager – Finance from time to time during short-term absences.
Academic and professional qualifications:
Education:
Master's degree or BA degree in Accounting, Finance or related fields.
A fully completed ACCA qualification is highly desirable
Finance, Accounting, or project management qualifications, such as CPA, CIMA, or Prince, is a plus
In-depth knowledge in a technical or specialized field
Experience:
Master's degree with five years of relevant experience in accounting
Bachelor's degree with eight years of relevant experience
Three years experience in a supervisory position
Work experience at least in part in a non-profit or an international organization
Skills:
Knowledge of computerized accounting software is required.
Good computer skills
Duty Station: Addis Ababa, Ethiopia
Grade: HG 16
Minimum Base Salary: Birr 116,866 per month (negotiable depending on the salary history of the candidate)
Terms of appointment: This is a National Staff (NS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding.
