TEAM/PROGRAMME: ECW MYRP
LOCATION: Addis Ababa, MOE
GRADE: TBC
CONTRACT LENGTH: minimum 8 months with possible extension according to performance
Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Education Cannot Wait Multi-Year Resilience Program (ECW MYRP) Monitoring and Evaluation Specialist will team up with the ECW MYRP Coordination Unit (PCU) based at the Ministry of Education. The role holder will work with a number of partners mainly with the Ministry of Education, target Regional Education Bureaus, Woreda Education Offices and schools; UNICEF, SCI, the Education Cluster, other local and international NGOs and UN agencies that will be involved in programmes related to Education in Emergencies. S/he will be accountable and report to the ECW MYRP Coordination Lead. The job holder is responsible for providing oversight for the ECW MYRP Monitoring, Evaluation and Learning functions and will work within the MYRP Program Coordination Unit (MYRP-PCU) and support the MYRP Steering Committee and the Grantees – UNICEF and Save the Children to design and lead a strong Education Monitoring, Evaluation and Learning system. The Monitoring and Evaluation system’s objective is to harmonize and align data and monitor interventions against the results framework to inform decision-making, accountability, reporting and learning in a timely and strategic manner
The Monitoring and Evaluation Specialist ensures that the ECW MYRP partners undertake routine continuous quality improvement and data quality assessment, have information briefs and regularly share program updates with stakeholders, and a mechanism for collecting, tracking and responding to feedback and complaints from program stakeholders. In addition, the job holder ensures that Quality Benchmarks are used during implementation and puts in place a tailor-made documentation strategy for impact stories, reports, and best practices. The Monitoring and Evaluation Specialist will cultivate a culture of learning within the MYRP partnership and ensures that lessons learnt from pilots, program interventions and working in consortia are documented and shared between partners and key stakeholders and contribute to national and global level learning and research. The staff is responsible for ensuring that program data on outputs and outcomes is collected, adequately analyzed and synthesized in a timely manner. He/she also supports training of program team and partners in quality data collection and management, including use of data to inform decisions on the program priorities. The job holder may be called upon as and when necessary to support the emergency team in case of humanitarian crisis. As a member of the MYRP PCU, the Monitoring and Evaluation Specialist will be responsible for ensuring effective monitoring, evaluation and learning. He/she ensures that Working Group or joint meetings take place with partners and provide targeted support and capacity building as required. The position holder is expected to work closely with the Ministry of Education, SCI, and UNICEF, Consortiums and Implementing Partners and the Education Cluster staff to provide them with the required M&E information.

Role Dimensions: The Monitoring and Evaluation Specialist will be based in Addis Ababa and sits within the Federal Ministry of Education with frequent travel to the field in the areas of program intervention as well as non-intervention areas as required. About 50% of the job is anticipated to be carried out through travel away from duty station. The role will have direct and indirect relationships with education in emergency programmes which are designed to promote multi-year resilience contexts in the Ethiopia education system. This requires to closely work with a wide range of stakeholders such as the Ministry of Education; Regional Education Bureaus, Woreda Education Offices and schools; grantees ( UNICEF and SCI) along with Consortium Leads and Implementing Partners; the Education Cluster and Sub-National Education Clusters; teachers, students, parents and affected community
Program Support: MEAL
Leads the design and development of harmonized monitoring tools and aligned indicator definitions for the project in close collaboration with the ECW MYRP partners
Puts in place an operational MEAL plan, including setting up of mechanisms to monitor and document the progress of implementation of program activities in close collaboration with the partners.
Leads the design/ review of MEAL plan, to include the Log frame, Indicator Performance Tracking Table and Activity Tracking Table.
Maintains an updated program Indicator Performance Tracker (IPT) and Output tracker, in addition to other report requirements as may be requested.
Provides technical guidance and capacity building of partner staff and stakeholders (including Education Bureau level teams) on implementation of MEAL within the Program; to include capacities for data management: collection, analysis, storage and reporting.
Leads the development and design of aligned Quality Benchmarks for the program activities to guide monitoring and reporting of the progress of the program.
Ensures that Program Output and Outcome monitoring system fulfill the needs of the donor(s) and the government, Save the Children, communities, UNICEF, relevant agencies and other stakeholders and are in line with MEAL standards and integrates Child Rights Monitoring and Evaluation principles.
Enhances use of digital data management within the program. Conducts routine data quality assessment and continuous quality improvement of the program to ensure program implementation and quality reporting.
Develops systems and processes for the implementation of the MEAL framework and practices within the Program and support efforts for the same in the field offices.
Coordinates the design of quantitative and qualitative participatory Program evaluations (baseline, midline, annual and final evaluations), assessments, reviews and other special studies.
Facilitates documentation of results, impact, best practices and significant changes. Documents learning and best practices; disseminates learnings, reports, publications and participates in learning sessions, and ensures that the lessons learnt are utilized to inform programming and advocacy.
Supports implementation of program MIS and integration of Geographical Information System (GIS) in program reporting. Supports GIS mapping and dissemination of MIS/GIS reports. Provides MIS content/requirements and feedback to MEAL team and documents progress on indicators/achievement of targets
Where applicable, rolls-out mobile data collection and monitoring systems and documents learning and suggestions for improvement.
Leads the design and identification of consultancies that may be required for the program evaluation with support from Head of MEAL and in collaboration with program partners. Designs ToRs for the work and provides day to day oversight on tools, and induction to the program.
Technically leads the process of baseline and end line evaluations of the program.
Partnerships:
Provides routine periodic partner monitoring and regular guidance and support to ensure partner’s effective implementation of MEAL according to best practice and donor requirements in collaboration with ECW MYRP Partners and program team.
Coordinates monthly MEAL Working Group /joint meetings with MEAL representatives from consortiums, partners, share minutes with key stakeholders and follow-up on implementation of recommended action points
Shares data and information with Grantees, the MoE and the Steering Committee from field monitoring and evaluation whenever required for program and reporting purposes
Coordinates with PCU and Grantees to use M&E data and information for advocacy and resource mobilization
Learning & Documentation:
Fosters and develops a culture of learning within the ECW MYRP Partnership.
Establishes information sharing mechanisms for partner staff to document and share examples of good practice and learning.
Documents learning on working in consortia and pilot innovations and shares with key stakeholders.
Identifies opportunities for research and learning questions in collaboration with the partners and Technical Specialists.
Captures and shares relevant and timely information with key stakeholders for decision making and for further policy and planning
Employs M&E for knowledge management and learning and development
Planning, Budgeting and Reporting:
Coordinates with PCU and Grantees for appropriate allocation of MEAL resources and budget in Program proposals and annual plans.
Supports the design of new proposals for the program, including but not limited to design of log-frame, selection of indicators, needs assessments, and ensuring that learning from previous programs are captured.
Provides day-to-day direct support to the program and partners in preparation and review program plans and Program reports, ensuring that program reports meet ECW reporting standards.
Oversees effective MEAL budget utilization to ensure timely implementation of MEAL activities
Coordinates with PCU and Grantees to develop quarterly and annual performance reports of the ECW MYRP as per the templates
Communication and Networking:
Fosters a culture of information sharing, learning and collaboration within the ECW MYRP partners.
Creates and sustains positive working relationships internally with other technical staff; externally with the Regional Education Bureaus and CSO partners, and other stakeholders, and also maintains an up to date understanding of key development trends in Education in Emergencies
Ensures coordination with government activities and structures in the implementation of the ECW Program
Coordinates with PCU, Grantees and the Education Cluster for advocacy and communication with donors on resource mobilization

JOB REQUIREMENTS
QUALIFICATIONS
· Minimum of University first degree in Statistics, Research or Social Science
· Training in advocacy, reporting and/or humanitarian programming is an added advantage
EXPERIENCE AND SKILLS
· Minimum of eight years working experience in monitoring and evaluation (preferably in education/protection, education in emergencies, related programs with an International NGO)
· Knowledge and use of various survey methods for monitoring of different programs e.g. Open Data Kit -mobile data collection.
· Training and mentorship of community-based volunteers and regional level partners in data collection management and reporting.
· Strong skills in GIS data collection and generation of maps. Expertise in ArcGIS or QGIS required.
· Experience in database design and management - SQL, MS Access
· Strong Quantitative data analysis- Including data preparation, data cleaning, and evaluation. Advanced Microsoft excel skills required. SPSS, Stata, Python an added advantage.
· Strong Qualitative skills- interviews, focus group discussions, key informant interviews.
· Experience in monitoring and overseeing data collection processes from questionnaire design, to analysis.
· Strong written and oral presentation skills.
· Advanced skills in Microsoft Power Point preparation and presentation
· Ability to establish and maintain conducive colleague relations and perform effectively as a member of a team.
· Willingness to travel and work in hard-to-reach areas and/or areas in emergencies
· Availability and willingness to work extra hours during times of humanitarian responses.
