I. JOB SUMMARY
The Advisor- Adolescent Sexual Reproductive Health (SRH) and Nutrition will act as the lead technical person for the Supporting adolescent girls' sexual and reproductive health and rights (SRHR), nutrition, and economic empowerment in Ethiopia project (Uplift Her) implemented by CARE and funded by Global Affairs Canada. The positon holder will lead program planning, implementation, and quality of all adolescent SRH and Nutrition activities, with close supervision and direction from the program manager and the Project coordinator. S/he will be responsible to provide technical support on adolescent SRH and nutrition components of Uplift Her program around assessment, planning, implementation and monitoring as per the approved work plan. She/he is responsible for the introduction and follow-up of various capacity building tools and techniques conduct comprehensive supervision and monitor the implementation of the program. In collaboration with the project staffs the advisor is responsible to organizes and facilitates various trainings for counterpart, program partners and staff. She/he facilitates and follow-up with proper monitoring of capacity building activities provided and document outputs and outcomes of the capacity building efforts. The advisor will report directly to the program Manager and will work closely with other technical advisors, project managers and program staffs to ensure program quality and impact.
II. RESPONSIBILITIES AND TASKS :
Job Responsibility No.1: Technical Support on Planning and Program Implementation
Lead the design and implementation of the Uplift Her adolescent SRH and nutrition related approach, guideline, manuals, and strategies in line with the national policies and strategies.
Lead the Uplift Her program adolescent SRH and nutrition component annual detail implementation plan (DIP) and its implementation.
Provide technical advice and leadership to the field team for the implementation of adolescent SRH and nutrition activities.
Technical leadership and support to the field team for the effective implementation of the project activities as per the set plan of action and quality expected.
Closely work with the learning design and measurement (LDM) team to ensure measurable impact of SRH and nutrition-related activities and a robust M&E system is in place.
Technically lead the adolescent SRH and nutrition-related assessments carried out in project operational areas.
In close coordination with field team, technically support the zonal, regional and kebele level partners to implement adolescent SRH and nutrition activities.
Develop concepts and inputs into problem analysis, and design process to support the integration of improved adolescent sexual and reproductive health and nutrition.
Supervises project activities and budgets specific to the SRH and nutrition intervention with close guidance from the program manager.

Job Responsibility No. 2: Training, capacity building and Technical Assistance
Assess capacity and quality gaps in the program planning and implementation processes and design quality improvement and assurance strategies/mechanisms.
Take the lead responsibility in conducting participatory situation analysis, develop a plan, budget and timeline for implementing planned capacity building activities by the program.
Develop and/or adapt training materials on adolescent SRH and nutrition interventions.
Provide technical support for the adoption and translation of training curriculum/manuals on adolescent SRH and nutrition as well as plan and implement on ongoing support to maintain quality;
Facilitate trainings and workshops, meetings conducted at Regional and zonal levels related to the health and nutrition activities.
Provide training for the staff and partner on the ASRHN technical areas
Provides technical support on adolescent SRH and nutrition for the program staff to influence regional, zonal, and woreda level health systems structures to effectively function on adolescent SRH and nutrition priorities;
Introduces and follow up quality improvement approaches and tools;
Ensures effective implementation of project strategies at the project level, review reports from the field and provide feedbacks related to the quality of implementation.

Job Responsibility No.3: Monitoring, Evaluation, assessment, learning and reporting
Technical support establishing Uplift Her health baseline; Closely collaborate with LDM manager, Program quality and learning (PQL) and partners to develop a monitoring system to collect periodic data for tracking progressive changes;
Ensure that proposals, implementation, evaluations, and monitoring reports make explicit reference to approaches used to address unequal gender relations and challenge culturally embedded practices/attitudes and social norms that inhibit participation of women and girls.
Assist in the development of indicators of adolescent SRH and nutrition to increase the project’s ability to tack changes;
Regularly monitor the progress with regular field visits and provide ongoing feedback to the field team and higher program managers.
In collaboration with other project staff, monitors the effective and timely implementation of planned actions and activities to strengthen quality of services ranging from content of trainings, facilitation skills, curriculums used and measurements of outputs and outcomes of project activities.
Prepare high quality progress reports of performance of Uplift Her activities.
Track and document progress made and lessons learned on issues of quality, capacity building, Monitoring and evaluation.
Record and document lessons from program processes and achievements;
Share good practices and learning with CARE staff, stakeholders and partners;
Disseminates on a regular basis information regarding the sub awarded local NGO’s ASRHN accomplishments among stakeholders, including the government.
Organize forums and experience sharing visits to extract/share success stories and challenges;
Identify partners with good and relevant practices for potential experience sharing;

Job Responsibility #4: Partnership and Networking
Establish and maintain productive relationships with partner organizations working with CARE;
Establish and maintain productive relationships with government offices, non-government organizations, and expert institutions and draw different experiences to be shared with project staff;
Liaises with relevant government institutions and authorities to keep updated information on new or improved policies, strategies, guidelines, related with Adolescent SRH and Nutrition to inform project strategies and activities accordingly.
Provides linkage support to networks with other organizations working on Adolescent SRH and Nutrition;
Identifies, establishes and maintains productive relationships with like-minded non-government organizations;
Work to progressively improve CARE’s engagement in sexual reproductive health and nutrition programming;
Actively participate in sexual and reproductive health, and nutrition forums to facilitate learning and scaling up of good practices;
Ensures the communication of new developments in the area, strategies, concepts and approaches within the organization, with partners and other stakeholders.
% Time: 10%.

The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.

III. PROBLEM SOLVING (Thinking Environment)
All the three levels of problem solving apply to the incumbent. But category numbers two and three are most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.
IV. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
]BSC/BA degree in sexual and reproductive health, Public Health, nutrition, health or equivalent combination of education and work experience.
Desired:
MPH/MSC in Sexual Reproductive Health, nutrition, public health or related field
B) EXPERIENCE
Required:
5 years’ relevant experience with first degree and 4 years of relevant experience plus post graduate degree progressive work experience on SRH and nutrition.
Work experience on adolescent SRH programming.
Experience technically managing people, with strong coaching and mentoring expertise.
Desired:
NGO experience
Manual and tools development experience

Required:
Skill on application of quality improvement tools and techniques;
Interpersonal and communication kills;
Proficiency in English and report writing skills;

VI. CONTACTS/KEY RELATIONSHIPS
The adolescent SRH and nutrition Advisor is expected to establish and maintain good relations with MOH staff, members of the community and other stakeholders. She/he will also work closely with the program manager, program coordinator, advisors, project managers and specialist supervisor, in head and Field Office and other CARE staff.
VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The Adolescent SRH & Nutrition Advisor is stationed in Addis Ababa but makes extensive field trips. She/he will spend 30-40% of her/his work time in the field.
