Dimensions of the Role
The SRHR Specialist will be responsible and ultimately accountable for implementing the project’s sexual and reproductive health and rights interventions in Ethiopia, with the aim to empower adolescent girls and boys. This project is being implemented in the districts, IDPs and refuge settings located in Benshngul-Gumuz, Chifra district in Afar, selected district/s in Tigray Regions of Ethiopia, as well as in Lakes State and Pibor Administrative Area in South Sudan. However, the post-holder will be specifically based in Addis Ababa, yet will travel (roving) to the project implementation areas/districts/ locations.
Expected Outcomes:
In line with the “Adolescents for Change” project objectives, ensure high-quality implementation of SRHR activities, compatibility and alignment with Plan International Ethiopia’s policies, strategies and guidelines (including Programme Quality Framework and Quality Benchmark Standards), Plan International’s approach to SRHR, and internationally agreed upon standards (MISP, Core Humanitarian Standards, etc.)
Strengthening the quality of SRHR interventions through development and contextualization of program tools, guidance and resources, and ensuring staff are familiar with relevant standards and toolkits.
Ensure the technical soundness, appropriateness and general quality in project design, planning and implementation, and identify and implement project adaptations, in collaboration with SRHR Thematic Lead and A4C GFFO Project Manage.
Ensure contextualized but common approach approaches to implementation of SRHR project activities in Benishangul-Gumuz, Afar and Tigray, and ensure learnings are captured across project areas and in collaboration with colleagues from the A4C project in South Sudan.
Support capacity development of colleagues, front line staff and partners, and of other technical professionals to build capacity in SRHR of children, adolescents and young people in humanitarian contexts
Ensure the mainstreaming of Safeguarding, protection from harmful practices and violence, Disability Inclusion in the program area.
Ensure innovation of interventions, contexts of social and gender norms, gender equality and the rights of girls.
Provide timely follow up, updating, coordination and guidance in the delivery of the Adolescent for Change (A4C) GFFO project.
Provide close guidance to the field office team, technical coordination into the project planning, implementation, monitoring and evaluation; assess the outputs, outcomes and impact of program interventions and activities in the program area.
Prepare and develop in consultation with appropriate stakeholder’s annual work plans and project plans.
Where relevant and under the Thematic Sector Leadership contribute to the development of concept notes and proposals of related and complimentary projects
Cascade technical capacity building initiatives to support the SRHR staff and volunteers working in the project areas, including supportive supervision and quality assurance of work performed
Liaising with key internal and external actors, including other thematic actors within Plan International and relevant clusters, working groups, regularly attend and share updates in the SRHR Knowledge Management and experience sharing at local, regional and national level
Take part and support advocacy on key SRHR issues, SGBV risks, CPiE interventions and support national-level advocacy efforts
Development and rollout of tools and guidance on SRHR
Delivering relevant trainings on SRHR for all project staff
Ensure M&E and learning in close collaboration with the M&E team and alignment to PMERL system of PIE.
Support the quality and timely reporting and documenting of project activities including preparation of quarterly/yearly SRHR program progress reports;
Capacity Development & Relationships:
Through participatory approaches, the- SRHR Coordinator will provide capacity development and ongoing coaching to project staff and implementing partners, if any. Cultivating strong and respectful relationships with team members and partners will be an essential component of this accountability.
Expected Outcomes:
Provide capacity development and ongoing coaching directly to all project staff to work together, collaborate, and working with government sectors, partner organizations, specifically in strengthening SRHR interventions as per the project ambition.
Knowledge Management & Reporting:
Best practices and lessons learned are documented, shared, and integrated into programming.
Expected Outcomes:
In collaboration with the project team, SRHR Thematic Sector, Child Protection in Emergencies (CPiE) team, influencing and communications team, and stakeholders compile and document innovations, case stories, lessons learned and best practices of SRHR project to inform organizational business and impact on other program development
Design and implement dissemination plan to share knowledge (including tacit knowledge from Programme Areas context) and findings with relevant stakeholders, including implementing partner organizations, government, donor agency, and direct beneficiaries specifically adolescent girls and boys etc.
As an integral member of the project team, ensure high quality data and learnings are available to inform planning, implementation and decisions and SRHR program influencing
Contribute to regular project narrative reports, ensuring gender responsiveness and disability inclusiveness, high quality data and learnings are available to complete reports on time and shared /populated in the PMERL system of PIE.
Identify and develop / improve opportunities for continuous improvement of systems, processes and overall learning and development with Plan International Ethiopia

Ensure that Plan International’s global policies for Safeguarding Policy and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
Key relationships
The SRHRiE Specialist will be responsible for ensuring the productive and functional relationships with the SRHR Sector Lead, the A4C (GFFO) Project team at country level, partners, government departments, and the wider Plan International Ethiopia and Plan International Germany (GNO) teams.

SKILLS, KNOWLEDGE AND BEHAVIOURS REQUIRED
Master’s degree in Reproductive Health, Social Sciences (Sociology, Social Work), Public Health and at least 5+ years of relevant experience out of which 3 year 3 years on a senior level experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination. May require formal professional qualification. Sound analytical and problem solving capability; ability to influence others’ behavior through effective relationship building; thorough current knowledge and understanding of relevant policies, frameworks, etc.
Demonstrated experience on working with Adolescent SRHR, building capacities and primary healthcare system strengthening.
Extensive knowledge of the sexual and reproductive health rights, child early forced marriage , gender equality and girls rights in humanitarian and development programs.
In-depth knowledge of project cycle management, results-based programming and adolescent, child and youth centred community development programming
Knowledge of development issues, trends, challenges and opportunities and implications to community development
Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
Excellent interpersonal skills, including the ability to build relationships with colleagues.
Gender analysis and gender mainstreaming skills
Excellent written and oral communication skills, including presentation.
Strong negotiation, influencing and problem-solving skills.
Numeracy and the ability to interpret financial data, in order to understand budgetary processes including planning, monitoring and reporting.
