Job Description

Women Empowerment-Action (WE-Action) is an indigenous non-political, non- religious, non-profit, humanitarian and development-oriented civil society organization working in Ethiopia to the improvement of the social, economic, and physical well-being of the poor women in particular and the community in general. Currently the organization is operating in three regions SNNPR, Amhara and Oromia National Regional States.

WE-Action envisions “Envision a Gender Just Ethiopia”. 

Currently, WE-Action is seeking to hire competent, qualified and interested candidate for Female applicants preferable.

Scope of the position

Organizational Development and HR Officer assist Organizational Development Manager in designing and implementation of policies and procedures relating to organizational development.  Facilitate and implement meaningful and relevant, employee and manager training and development of activities that link to organizational goals and objectives and meet the needs of the organization on quality delivery. Support the managers in developing need responsive internal capacity building and self-development plan and staff capacity development trainings. Organizational Development and HR Officer is required to maintain efficient employee records, proper and efficient utilization of organizational resources including human resources.

Detailed duties and responsibilities

Organizational Development and Administration Management:

  • Assist the managers in designing of change management processes.

  • Assist the managers to antic organizational risks in HR AREAS and develop mitigation

  • strategies.

  • Assist the managers in the development of policies and procedures in collaboration with

  • line managers.

  • Participate and contribute in continuous system improvements to enhance organizational

  • effectiveness.

  • In consultation with OD Manager organizes annual organizational events and ensure that WE-Action complied with government and donor compliances.

  • Collect data and analysis ideas to the development of the WE-Action HR strategy in order to ensure that organizational development initiatives are appropriately integrated and aligned with strategic and organizational goals.

  • Design and facilitate in house events (e.g workshops, trainings, meeting etc) as required.

Human Resource Development Management:

  • Support specific performance improvement initiatives, eg through the implementation of a new behavioral competency framework and 360 degree feedback process.

  • Identify opportunities for performance improvement through, for example, undertaking internal diagnosis, process/system reviews in order to understand barriers and possible solutions; conducting external research into good practice and new ideas.

  • Work with line managers on the design and delivery of appropriate and relevant Personal Development Plans for their staff; to commission and evaluate agreed internally-delivered interventions and to ensure best use of the WE-Action’s OD funds development budgets.

  • Develop employees recruitment and compensation policies.

  • Promote safe recruitment that prevent DO No Harm.  

  • Build positive and achievement –oriented working environment for employees and safe environment for employees and safe environment for female employees.

  • Develop and enforce company policies and procedures on HR development.

  • Properly record and document employee’s personal files.

Procurement and Logistic Management:

  • Lead and coordinate the annual procurement plan and implementation in line with the organization procurement policy.

  • Announce quarter purchase need and collect, compile and plan the need for proper prior approval and coordinated procurement.

  • Ensure that procurement team is established, capacitated and regularly updated for segregation of duties.

  • Properly documents organization property and regularly update the records.

  • Keep the organization property and compound clean and protected

  • Plan and implement logistic plan accordingly to the organization logistic policy.

  • Regularly monitor the utilization of organizational vehicles and comply with the necessary inspection and insurance issues.

Compliance and performance Responsibilities:

  • Coordinate development of compliance guild of the organization.

  • Strictly monitor and assist other to respect compliance guide and adhere to the requirements before communication.

  • Review project award and sub award documents and budgets for HR planning.

  • Regularly plan, implement and evaluate personal, subordinates and section development plan.

Gender and Social Inclusion and Accountability

  • Participate and contribute for organization gender and accountability work.

  • Plan, implement and report gender equality, social inclusions and accountability activities in Organizational development and HR section as appropriate.

  • Oversee gender responsive recruitment and management of staff.

  • Develop female employees profile for career advancement opportunities in the organization.

  • Facilitate enabling work environment that consider female employees work life balance and reproductive role.

Safeguarding

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood.

  • Understands local safeguarding structures and arrangements.

  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.

  • Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk.

  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

  • Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

Employment Type:  Full time for one year with the possibility of extension based on the performance and budget source

Job Requirements

Experiences and educational preparation

  • 4-5 years’ experience for MA in Management, Public Administration and other relevant fields and 8 to 10 year for BA in Management.

  • At least 2 years’ experience in a management position, a strategy-based and financial management related position in Civil Society Sector.
