Purpose:

• Establishing and enforcing of construction Site Safety Management System, continuous inspection of project site, creation and enforcement of construction safety guidelines and procedures, site risk assessment, driving of contractors' safety culture improvement.

• Incumbent will evaluate levels of compliance of contractor(s) to the project specific: health, safety and working plans and will develop technical reports in relation to health and safety.

• The specialist will be also responsible for creation of site emergency response plan in cooperation with suppliers and management of emergency situations at construction site.

• He/she will be responsible for providing of safety trainings, assessment and verification of construction tools and equipment, assessments and approval of contractor(s) health and safety plans, working plans, methods of statement and will facilitate site health and safety meetings keeping record of those.

• He/she will be required to promote safe practices on site and proactive implementation of local & global EHS programs and management systems at project site. 

Main Areas of Responsibility:

Project Site Risk Management

• Responsible for understanding site risks relevant to the project. Ensure that appropriate control measures are known and implemented in order to maintain a healthy and safe workplace and eliminate any environmental risk.

EHS Standards and Programs

• Responsible for coordination implementation of global EHS strategy, standards, objectives, programs and develop local EHS programs in the construction site to contribute:

• creating safe workplace & safety culture in the project site.

• increasing safety competency of contractors/sub-contractors.

Site Safety Inspection and Compliance

• Responsible for site inspection to determine if hazards are present and to stablish procedures and site safety rules to overcome those hazardous situations. Responsible for knowing legal EHS requirements applicable to the construction site and ensure that the project is compliant with these requirements.

EHS Management Systems

• Responsible for implementation and follow up of construction site safety management system. Ensure management systems effectiveness in line with relevant standards.

Training

• Responsible for providing construction safety training, toolbox talk, and promote a positive safety culture. To make sure all construction employees and visitors to take the site-specific safety induction prior to entering the project site.

Incident investigation

• Responsible to diminish or eliminate work-related accidents. However, if an accident occurs, will conduct accident investigation to determine the root cause and based on the result, will document findings and recommendations that should be followed to prevent re-occurrence of the same incident in the future.

Resource & People Management

• Ensuring adequate site resources availability and proper utilization and to motivate and guide the project team to put health and safety first.

Other

• Manage various tasks and projects as they arise and upon manager’s request.

Job Requirements

Education:

• Degree in Engineering/ Environment Health/ Construction (industrial / civil) Science/ Occupational health and safety or Safety Engineering.

Work Experience:

• Minimum of 2-3 years of experience in construction/ engineering or EHS.

Knowledge:

• Advanced English (verbal and written); MS Office – confident user; knowledge of Collective Labor Agreement, Internal Regulations and Safety policies.
