Child Safeguarding:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) because they work in country programs and therefore, a police check will be required

ROLE PURPOSE:  

This role will base in Dire Dawa and will coordinate Child Protection projects in In Dire Dawa, Harar City, and Five Woredas of East Hararge Zone, Oromia Region. The Child Protection Coordinator will have overall responsibility for project activities including supporting the coordination of effective and efficient planning, implementation and monitoring of the project under the leadership of the Child Protection Program manager based in Dire Dawa.

 The child protection program is currently focused on Case management, psychosocial support (which includes the provision of psychosocial support to children through community-based child protection networks and child-friendly spaces), community strengthening, and capacity building for project and government staff.

 The coordinator works in close collaboration with another project team under the same management umbrella of the Child protection manager to ensure complete support to the team, and ensure quality and effective implementation of the project activities at the community level. The Post holder will organize and facilitate capacity-building training workshops for partners, stakeholders, and SC staff; participate in various assessments including stakeholder mapping, baseline, and end-line assessment; monitor government partners and SC implemented activities and discuss success and challenges.

 The position Holder will be responsible to representing SCI in the protection clusters happening at zonal and City Administrative levels. S/he will coordinate with other CP Officers to gather or share important updates. The Protection Coordinator will collaborate and work closely with the East Hararge zone, Dire Dawa, and Harar city administration local authorities to ensure they are well engaged in the planning and implementation of project activities and ensure a smooth working relationship is put in place.

 The role holder will support the CP Manager, in facilitating key relationships between various teams at all levels, particularly the Head of Field Office in Jigjiga, Education and CP Program Manager in Jigjiga, National Sr. Program Managers, and other units at different levels (MEAL, PDQI, HR and Safeguarding, Finance, Supply chain, Communications and advocacy, Awards and Partnership, and Safety & Security).

Performs other related tasks as required and as assigned by his/her immediate line manager (CP Manager), Education and CP Program Manager, Portfolio Manager, and or Head of Field Office.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • In close collaboration with the Project Manager, manage project field activities, ensuring project objectives are being achieved and ensuring the efficiency and effectiveness of our field work.

  • Working closely with the CP Project Manager, Portfolio Manager, and ensures that the project implementation strategy is clearly understood by the implementing teams, and ensure that project plans and strategies are adhered to during implementation,

  • Facilitate all pieces of training on case management for CP Officers and caseworkers

  • Collate and compile all work plans and share with Project Manager weekly.

  • Conduct referral and protection mapping (any other assessments)

  • Ensure all documentation, reports, and records are maintained per agreed procedure, and information is provided on community activities as required.

  • Facilitate mentoring and coaching of CP Officers, and case workers on various topics, as outlined in the implementation plan.

  • Ensure all cases are managed with confidentiality and policies are adhered to

  • Daily supervision of the CP Officers, caseworkers, and activity implementation.

  • Ensure that CP Officers and case workers are trained on UASC and registration of the children

  • Ensure the quality of the case management processes and tools

  • Participate in the CP assessment and analysis process

  • In coordination with the CP team, support regular participatory activities with different groups of children to identify issues affecting children in project locations and assists team to develop appropriate responses.

  • Must adhere to the child safeguarding and protection policies and reporting standards.

  • Write and submit weekly activity reports.

  • Ensure that CP activities are implemented in ways that are responsive to the targeted communities and children, in line with the Child protection thematic strategic plan; Save the Children’s principles, values and compliance procedures in line with Donor and CP quality benchmarks.

  • Work closely with other key personnel to ensure efficient and effective linkages with the Child protection institutions at regional, city administration, Zonal and Woreda-level counterparts.

  • Support and contribute the development of quarterly, bi-annual and annual work plans and performance reports for their program along with the CP Manager

  • Ensure the effective use of program resources in compliance with donor regulations and SC policies.

  • Provide technical leadership and support to CP Officers, Social/case workers, and Community facilitators and share best practices and methodologies.

  • Other ad hoc tasks as requested by Line Manager.

  • Supervise, coach and mentor the program team which include CP Officers and caseworkers.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • MA/BA degree in sociology, social work, social sciences or other relevant fields

  • Previous 5 years of experience working with vulnerable children and adolescents in INGO environment, preferably CPiE & SGBV field;

  • Demonstrable commitment to a holistic vision of children’s welfare

  • Substantial management experience, preferably in emergencies

  • Excellent written and spoken English; local language skills a major advantage and Afan Oromo

  • Demonstrable competence in report writing

  • Experience of working with communities, and supporting their participation, ownership and empowerment

  • Strong representational and communication skills sensitive to the cultural and military/political environment

  • The ability to plan and ensure the implementation of projects, and to oversee the management and report on resources effectively.

  • Able to work calmly under pressure in a rapidly changing context

  • Proven team management skills

  • Adaptability and flexibility; ability and willingness to live in the field

  • Competent in Outlook, Word and Excel
