Health Systems & Governance Advisor 

Management Sciences for Health (MSH) is seeking a Health Systems & Governance Advisor for the anticipated USAID/Ethiopia-funded Health Financing Program follow-on to the current Health Financing Improvement Program. The purpose of this activity is to support the Ethiopian government in its efforts to further strengthen and institutionalize health financing reforms and initiatives that support universal health coverage of quality primary health care (PHC) services for all Ethiopian citizens with reduced financial barriers. The specific objectives of the current Activity include (1) Increased domestic resource mobilization for enhanced provision of quality PHC services; (2) Streamlined risk-sharing/insurance mechanisms for wider access to PHC services with reduced financial barriers; (3) Facilitated strategic purchasing of health services from public and private health providers; and (4) Improved governance, management, and evidence generation for health care financing reforms and health facilities.  

OVERALL RESPONSIBILITIES 

The Health Systems & Governance Advisor is accountable for project deliverables and results, implementation, and ongoing monitoring of project activities related to health systems and governance, including fulfillment of technical strategy and vision, project and people management, documentation and reporting, client and stakeholder relationship management related to health financing and insurance activities. 

SPECIFIC RESPONSIBILITIES 

Under the oversight of the Chief of Party, the Health Systems & Governance Advisor will: 

  • Provide technical and programmatic direction with respect to programming aimed to strengthen health systems and governance and ensure that activities and strategies are in line with technical and programmatic guidance. 

  • Ensure technical excellence delivered on-time and within budget. 

  • Develop and execute project results frameworks and MERL plans, ensuring appropriate and timely documentation and dissemination of key results. 

  • Serve as the primary liaison between the project, USAID, and the Ministry of Health (MOH) for activities related to health systems and governance, ensuring effective dialogue and relationships across all stakeholders. 

  • Manage and mentor staff, consultants, and local partners to ensure effective performance and institutionalization of expertise. 

  • Build and maintain effective collaboration, coordination, and partnerships across key internal and external stakeholders and identify and ensure synergies with other relevant efforts to achieve maximum impact. 

The Health Systems & Governance Advisor will support Ethiopia’s MOH, select health sector facilities and institutions, and local partners to: 

  • Identify and address challenges related to health systems and governance, including bottlenecks toward the implementation of national health plans and strategies, and to identify capacity strengthening needs to advance project goals. 

  • Co-design and implement innovative, experiential, and collaborative learning and capacity strengthening programs, tailored to unique context and needs at various levels of the health system. 

  • Improve coordination and accountability mechanisms between health system actors and local government bodies, including institutionalizing processes and mechanisms for increased transparency and participation. 

Job Requirements

Qualifications:

  • Master’s Degree in public health, health management sciences, or related field and at least 7 years of related professional experience is required. 

  • Demonstrated expertise, experience, and enthusiasm for strengthening and sustaining health systems and health governance to improve access to and quality of care. 

  • Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to strengthening health systems, leadership, and governance for health financing. 

  • Substantial experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies in Ethiopia and technical knowledge of Ethiopia’s existing mechanisms and approaches for health governance. 

  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations. 

  • Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.  

  • Strong interpersonal skills coupled with excellent communication skills. 

  • Demonstrated strategic agility, diplomacy, conflict management, and negotiation skills. 

  • Fluency in English is required, Amharic language skills would be an advantage.
