Job Description
Overview
The Johns Hopkins Center for Communication Programs is seeking a Chief of Party (COP) to provide strategic leadership in achieving the project objectives of the anticipated United States Agency for International Development (USAID) Empowered Communities Activity in Ethiopia. The purpose of the five-year Activity is to achieve better health and nutrition outcomes through evidence-based community engagement and empowerment, ownership of health and strengthened social accountability systems, and local capacity-building interventions. The COP will provide overall direction and leadership for the planning, implementation, and evaluation of the Activity to ensure results and targets are met. The COP will establish strong working relationships with USAID and implementing partners, Government of Ethiopia, non-state actors including CSOs, CBOs, FBOs, community structures and other partners and stakeholders to create a shared vision for the Activity that will improve community ownership of health and strengthen social accountability systems. The position will be located in Addis Ababa. The position is contingent upon the award.
Lead technical design of the Activity and develop strategies to support the achievement of anticipated program health and nutrition outcomes
Oversee and monitor that Activity deliverables are completed in a timely manner
With the Chief of Party and Research and Monitoring positions, institute strong planning, implementation, and monitoring processes to ensure that the Activity meets stated objectives, deliverables and outcomes
Foster collaboration among partners and stakeholders to help advance innovative solutions for community engagement
Provide guidance on the administration of sub-grants to local CSOs, providing financial and technical oversight to grantees
Represent the Activity at relevant community and regional forums; and provide support to the community engagement team
Apply practices and principles that prioritize equitable representation of marginalized and disadvantaged individuals and communities and drive values of diverse perspectives and managerial structures in the design and implementation of activities
Support the development of new partnerships and oversee the capacity strengthening of
NGOs, CBOs, FBOs and other non-state actors to plan, coordinate, design, manage,
implement, and evaluate accountability processes at the community level Work closely with non-state actors and stakeholders in the development and implementation of the Activity, drawing on their experience and expertise
Provide direct and sustained technical support to program staff and non-state actors to make adjustments over the life of the project, problem-solve, and innovate as needed across technical and operational components of the program
Responsible for the timely submission and finalization of documents, work plans and Activity reports
Work with the Research, Monitoring and Evaluation Director and partners to ensure that program efforts are evidence-based, community-driven and in line with provisions of the award
Ensure adherence to Johns Hopkins University (JHU), Center for Communication Programs (CCP), and donor rules, regulations and policies

Duration of Employment: 1 year with possible extension
Location: Addis Ababa (with local travel)
Qualifications
Master’s degree in public health, social sciences, public policy, development, democracy and governance, or related degree
Minimum of 5 years of relevant experience in designing and managing projects in the area of civic society strengthening, community engagement, democracy and governance, or social accountability
Experience working on a USAID or other donor-funded project
Demonstrated experience building the capacity of CSOs and engaging in community or grassroots-level structures
A solid understanding of the Ethiopia health system and non-state actors
A solid understanding of USAID project processes, procedures, rules and regulations
Desired Qualifications and Attributes
Knowledge of community-led advocacy, social accountability and community governance strategies
Ability to work independently with initiative and flexibility to manage high-volume work flow and concurrent activities/deliverables
Language: Strong written and verbal communication skills in English (preferably Amharic or local language)
