Job Description

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview:

The Reproductive Health (RH) Clinical Mentor officer will be responsible to provide clinical mentorship to a wide range of medical and paramedical mentees, including facility-based health workers such as nurses, midwives, clinicians, and community-based health workers such as traditional birth attendants and community health agents, and community FP counselors. The Mentor will provide clinical support on a wide range of comprehensive RH especially on the clinical aspect. The RH clinical mentor officer will be engaged in planning, implementing, and monitoring IRC’s Health (HIV/AIDS and RH) in the assigned refugee camp. The RH clinical mentor officer reports to the senior health and nutrition officer and will also be technically supported by the health and nutrition manager based in Assosa. The RH Mentor leads IRC’s Health projects with the health center and other actors and the incumbent is also responsible for ensuring adherence to the implementation of program activities according to nationally accepted standards.

Major Responsibilities:

Technical

  • Ensure that the goals and objectives of the project are met as per the project proposal, work plan, and M & E Plan

  • Ensure that all specified HIV/AIDs and RH activities are implemented in the refugee camp and the surrounding local communities.

  • Liaises and creates strong linkages and partnerships with other agencies, zonal, and Woreda partners implementing HIV/AIDs and RH prevention and control services in the targeted area.

  • Conduct rapid assessments to identify gaps in training, need for refresher training and additional skills strengthening of facility-based health workers; develop training plans to ensure coverage of skilled health workers who can deliver comprehensive, high-quality RH services.

  • Conduct or facilitate training to establish the second generation of clinical mentors at RRS Health centers to ensure maximum and sustained knowledge and skill transfer.

  • Provide technical support for the development and use of clinical RH job aids and or social and behavior change communication (SBCC) material that support the demand generation activities on RH generate demand.

  • Support and closely work with the MCH department of RRS at the health center to improve clinical RH service uptake and improve its quality through joint coaching and mentoring actions.

  • Provide FP counseling and services at RRS health facilities, and IRC community-based RH centers. Ensures that HIV/AIDs and RH/FP interventions are used per the standard protocols, policies, and guidelines of MoH and WHO.

  • Conduct Client exit interviews, focus group discussions and compile the feedback after collection.

  • Represent IRC in coordination meetings, workshops, and task force meetings at the respective refugee camp.

  • Work towards quality data management system for Health projects at the camp.

  • Keep the health program activity records both in soft and hard copies and provide activity reports as required by IRC and the donor timely.

  • Take any responsibilities assigned by the supervisors

Program Management

Grant Management

  • Follow all IRCs standard grant Management tools as recommended by the Addis-based health unit and M & E unit.

  • Make sure that all activities are implemented according to the work plan and that targets are met.

Budget Monitoring

  • Work closely with the health officer, senior health and nutrition officer, and health and nutrition manager in the management of the active grant.

  • Raise PRs as per the need after discussion with colleagues.

Track expenditure monthly and report appropriately

Monitoring and Evaluation

  • Follow the implementation of HIV/AIDs and RH activities in health facilities.

  • Assure that the stated goals and objectives of the program are met.

  • Keep the quality of data management system for both RH and HIV/AIDS projects.

  • Attend encouraging supervisions, quarter and annual monitoring visits conducted in the camps and share the finding with the senior health and nutrition officer, and health and nutrition manager.

  • Track FP clients at health facilities and IRC RH centers.

  • Actively participate in MEAL activities.

Human Resource Management

  • Lead and supervise the health social workers in the camp.

  • They will ensure that staff performance evaluation is conducted on time and in a standard quality manner that supplies to the staff development plan.

Key working relationships

Internal

  • Receives technical support from the senior H & N officer, and H & Nmanager in Assosa and the Addis health Technical Unit.

  • Closely work with CWI/GBV and the WASH team.

External

  • Work closely with RRS, UNHCR, Refugee Central Committee (RCC), Woredas HAPCO, Woredas Health Offices, Woredas health facilities, and other NGOs.

Educational Requirements:

  • BSC in Midwifery/ MPH in Reproductive healt

  • At least two years of work experience for BSc, and one year for MPH holders are desirable.

  • At least 2 years of clinical experience in directly managing RH services particularly on FP (Long-acting –reversible contraceptive (LARC) and SMI.

  • Up-to-date knowledge of comprehensive clinical RH management national guidelines is advantageous.

Preferred experience & skills:

  • Good project management skills, ability to plan, organize and supervise the implementation of clinical-based RH and HIV/AIDs projects.

  • Demonstrated qualifications, experience, or training in community mobilization and community health promotion.

  • Knowledge on culturally sound IEC/SBCC material on RH and HIV/AIDS topic.

Personal specifications

  • Ability to work under pressure, long work hours, and high workload.

  • Self-motivated, transparent, highly responsible, and punctual.

  • Ability to work as part of a team as well as to work autonomously when required.

  • Ability to constructively address gaps and weaknesses.

Language Skills:

  • Excellent verbal and written communication skills.

  • Communication in English is a key requirement!

  • Knowledge of the local (Arabic/Rutan) language is an advantage.
