General Information 

·       Duty station: Addis Ababa, with frequent travel to the project areas

·       Job Title: Head of Program Development and Quality

·       Reports to: Country Director

·       Contract Period: Two years, with high possibility of extension

1.  Objectives of the position

The Head of Program Development and Quality will act as a key member of the Welthungerhilfe Ethiopia Senior Management Team along with the Country Director, Deputy Country Director, Head of Humanitarian, Head of Finance and Head of Operations. She/he will provide strategic leadership in the areas of program development, reporting and quality assurance while directly line MEAL Coordinator, Grants and Donor Manager and Communications Advisor.  She/he will represent WHH at key donor and external coordination meetings with government and development partners in consultation with CD and DCD.

2.     Duties and area of responsibility

Programme Development and Reporting

·        Actively identify and keep abreast of funding opportunities and key donor priorities and approaches; liaise with donors and consortia partner on the same as appropriate.

·        Arrange and facilitate proposal design/program development meetings, ensuring participation of relevant colleagues from across the different sub-teams, and consortia partners as necessary.

·        Work with program and finance teams to develop cohesive, quality concept notes and proposals, ensuring internal and external deadlines met and technical expertise/knowledge incorporated.

·        Actively identify and develop new ideas, donors, and new partnerships with national and international NGOs.

·        Ensure inclusion of cross-cutting issues (gender and protection mainstreaming, peacebuilding, social inclusion) in the program design.

·        Ensure timely and high-quality donor reporting and communication (e.g., amendments, extensions),

 Partnership Support and Development

·        In liaison with SMT, coordinate identification and provision of capacity building for partner organizations in areas of organizational development and program implementation

·        Continuously monitor efficacy of capacity development measures and provide training to program and support staff involved in the process.

·        Support due diligence and safeguarding assessments of existing and potential new local NGO partners.

·        Lead the contractual processes with partners in collaboration of project leads and finance team.

 Monitoring, Evaluation, Accountability and Learning

·        Ensure learning by the country program from relevant best practice internally and externally both nationally and globally.

·        Engage in relevant national and global networks to promote WHH’s work.

·        Works with MEAL team to develop a research agenda and coordinate with global team to build evidence for WHH innovative approaches.

·        Facilitate compliance and development of WHH’s commitment to Core Humanitarian Standards, particularly complaint and feedback mechanism.

 Advocacy and Communications

·        Engage with relevant advocacy / policy forums and stakeholders and identify and implement innovative and relevant advocacy initiatives in partnership with relevant actors.

·        Oversee the effective social media and communication activities showcasing WHH Ethiopia program and advocacy activities in collaboration with Communications Advisor.  

·        Ensure collection and proactive use of program and technical content for use in social media and other communications activities such as photo, video documentation, case studies, photos, to demonstrate s the achievements and challenges of programs implemented.

·        Ensure review of communications materials to ensure quality and adherence to organizational code of conduct.

Job Requirements

  • A master’s degree in development studies or a field commensurate with this position

  • At least ten years’ experience in a similar position within an international humanitarian and/or development organization (Head of Programs, MEAL Manager, New Business Development Manager etc.)

  • Demonstrated experience in donor relations management and program/project management.

  • Experience in multiple humanitarian sectors and cross-cutting issues; previous experience in multi-sector and multi-donor environment

  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams.

  • Excellent understanding of the humanitarian architecture (NGOs, NGO Forums, UN/Clusters, main donors)

  • EU, BMZ, ECHO, FCDO, USAID donor experience would be an asset.

  • Commitment to at least quarterly travels to project locations across the country.

  • Excellent organizational skills and planning ability, both for self and the team.

  • Excellent communication, problem solving and diplomatic skills.

  • Advanced proficiency in written and spoken English.
