Program Description:  

The USAID-funded Ethiopia Civic Engagement Activity is a four-year activity with the overall goal to strengthen Ethiopia’s civic fabric in support of more inclusive, peaceful, and responsive governance. The project aims to strengthen civic and community-based actors’ capacity to engage in policy analysis, advocacy, dialogue, and collective action for peaceful, democratic change; and foster multi-stakeholder civic partnerships in support of inclusive dialogue, respect for human rights, and advancing more effective, citizen-responsive, and accountable governance. 

Position Summary: 

The Monitoring Evaluation & Learning (MEL) Assistant supports all aspects of MEL efforts for the program under the supervision of the MEL Officer. In support of activity implementation, action-based research, and program learning, the MEL Officer will contribute to the incorporation of MEL throughout the Activity Cycle and assist with program-level evaluation. 

Reporting: The MEL Assistant reports to the MEL Officer. 

Primary Responsibilities:  

  • Support the MEL officer and the CLA/MEL Director in data quality assurance procedures, and compiling, processing and analyzing activity performance data. 

  • Ensure regular and consistent documentation and that reporting deliverables are met timely and in compliance with USAID rules and regulations. 

  • Support the MEL officer to maintain an up-to-date catalog of all project MEL tools and forms in electronic and hard copy data files. 

  • Conduct project site visits to collect quantitative and qualitative data; including site visits for secondary verification of data results; 

  • Supports the project’s Collaborating, Learning, and Adapting (CLA) approach to monitoring and evaluation;  

  • Working with program staff, Creative HQ, and stakeholders to create monitoring and evaluation strategies and logical frameworks. 

  • Maintaining and keeping data on Creative’s MEDAL platform and USAID’s Development Information Solution (DIS) platform to track progress towards SMSD outcomes, targets and indicators. 

  • Implementing MEL Plans developed by MEL/CLA Director and MEL Officer. 

  • Responsible for contributing to reporting on all MEL activities, results, outcomes, and outputs to MEL Officer, MEL/CLA Director, and COP. 

  • Monitoring the implementation of all project field activities and reporting on their overall outcomes and results. 

  • Performing data review, monitoring, and verification (conduct verification calls and onsite spot checks) for deliverables under POAs. 

  • Working closely with field office staff to make sure all required MEL data is correctly requested, collected, verified and reported in a timely manner, and provide any other necessary guidance for MEL issues. 

  • Perform other tasks as assigned by the MEL Specialist or CLA/MEL Director. 

Job Requirements

Required Skills & Qualifications: 

  • Minimum of 2 years of relevant work experience with a bachelor’s degree or 3 years of relevant work experience without a degree. Relevant experience includes experience in monitoring, evaluation, and learning; social science research; political analysis; or a related field. 

  • Demonstrated experience with quantitative and/or qualitative research methods, including data analysis and use of data management software. 

  • Strong analytical skills and writing abilities. 

  • Experience working in a diverse and fast-paced environment. 

  • Experience working with donor-funded projects. 

  • Ability to travel up to 20-25% of the time. 

  • Fluency in written English and proficiency in spoken English.
