Job Description
Lead implementation of MCF project in the region, ensuring targets are achieved within the specified time, quality and impact stipulated in the project document; represent CCP in the assigned region; and network with all stakeholders for the purpose of implementation of the project.
Leadership
Lead Team, provide high-quality interactions with stakeholders and partners
Providing strategic leadership and vision to program staff
Provide administrative, programmatic, and managerial oversight of all aspects of the program
Managing the program's budget, monitoring expenditures and costs against delivered and realized benefits as the program progresses
Managing communications with all stakeholders
Managing both the dependencies and the interfaces between projects
Managing risks to the program's successful outcome
Coordinate program colleagues to ensure high quality of work, alignment with the program values, development opportunities, and a supportive work environment
Liaise effectively with other members of the country team
Programmatic
Provide advice on the technical direction and approach of MCF project, particularly in ensuring program activities in the regions are being carried out in alignment with the workplan
Ensures project activities conform to project requirements, including cost, schedule, and quality
Monitors subcontractors/grantees for timely delivery
Ensures agile program implementation in line with monitoring, evaluation, and learning (MEL) findings
Liaises with project counterparts as requested by the Country Director and supports the development of strategic partnerships
Planning and designing a program, monitoring progress, resolving issues, and taking corrective action
Provide technical and oversite support to partners and sub-partners
Ensure quality and integrity of the program to ensure consistency and coherence with planning, lines with other programs, and standards
Carry supervisory responsibilities in accordance with the organization’s & Government policies and applicable laws
Initiating extra activities and other management interventions wherever gaps in the program are identified or issues arise
Report to: (MCF Chief of Party)/SD Program Implementation
Place of work: Amhara region based in Bahirdar and Oromia region based in Jimma
Required no. 1 (one) for each place
Duration of Employment: 1 year with possible extension
Skills and attributes needed to be a program manager The program manager should have:
Effective leadership, interpersonal and communication skills
The ability to command respect and to create a sense of community amongst the members of the project teams
Good knowledge of techniques for planning, monitoring and controlling program
Sound business case development and approvals skills
Good understanding of the procurement process including negotiation with third parties
Good knowledge of program and project management methods Good knowledge of budgeting and resource allocation procedures
Sufficient seniority and credibility to advise project teams on their projects in relation to the program
The ability to find ways of solving problems
Ability to deliver results under pressure
Required Qualifications
Evidence of strong communication skills, both interpersonal and written; professional level of oral and written fluency in English language as well as good communication ability in the local language of the area assigned
Proven knowledge of Ethiopian finance, private enterprise, investment, and trade issues
Experience supervising teams, preferably in a remote manner
Knowledge of donor programming, approaches, and policy
Relevant computer software skills and familiarity with accounting software (including, at a minimum, the standard applications in MS Office)
Preferred Qualifications
A minimum of 10 years of professional experience preferred in fields related to the successful implementation of this project such as financial services and investment advisory expertise, private enterprise development, workforce development, and public and private sector engagement.
At least 8 years of experience preferred in the management of large complex projects of which at least 5 years were in the field of international development including experience in a management role for a large-scale project
A bachelor’s degree is preferred in a relevant field, and also; a post-graduate degree in Finance and Investment, Business Administration, Enterprise Development or another related field is preferred
