The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Staff Health Officer 1 based in Mekelle with frequent travels to Shire.
Terms of Employment: Fixed term contract until 31st December 2023 with possibility of extension based on budget to be available for the position.
PURPOSE
In line with the ICRC Institutional Staff Health Strategy 2020-2025 and in collaboration with the team of Staff Health in Addis Ababa and medical personnel on site, he/she promotes and protects the physical and mental health of ICRC workforce.
The Staff Health Officer based in Mekelle/Shire oversees all Staff Health activities for the Tigray sites (MEK and SHR SDs).

May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
Staff health policies & guidelines
Compile and implement the ICRC Staff Health strategy & implementation guidelines, staff health policies, standard operating procedure (SOPs), procedural manuals and clinical guidelines.
Facilitate implementation of awareness on communicable diseases, psychosocial and other important health topics at Mekelle/Shire sub delegations.
Health care and medical emergencies
Advise staffs for any health-related queries or consultations including hotline consultations.
Contribute to responses to emergencies involving ICRC staff including daily workers
Coordinate any possible Medevac from the AoR in coordination with the staff health team based in Addis Ababa.
Work closely with the Addis staff health team in preparedness, prevention, and response to outbreak, endemic or epidemic situations that affect the staff
Compile and provide accurate and reliable data and statistics on illnesses, accidents, and absenteeism. This includes regular updates of the SHAD platform.
Assess and supervise the living and working conditions of staff in Mekelle/Shire sub delegations and promote the general hygiene standards (e.g., housing, use of mosquito nets, water filters, hygiene standards of cooks and cleaners, nutritional advice).
Build and maintain good relationship with the sub delegations’ designated health facilities and coordinate with them in terms of medical files and services
Follow-up administrative and contractual matters with ICRC designated medical facilities in Shire and Mekelle
Conduct medical Briefing of new staff members
Health Promotion & Prevention
Organize and coordinate evaluation of fitness to work at recruitment as well as periodic medical evaluation of fitness to work for certain professions in full respect of local legislation and ICRC.
Facilitate and organize First-aid training for staffs
Prepare inventory of staff health medical items and replenish regularly.
Follow up with completeness of first aid items in the workplace, mobile residences, and vehicles
Organize a range of activities of promotion of physical and mental health for programs tailored to local risks and needs (Family Day, World AIDS Day, recreative activities for staff wellbeing etc.).
With the support of Addis/Regional staff MHPSS, work on referral mapping, awareness creation and referral of cases
Health insurance, reimbursements, and settlements of medical expenses.
Implement the policies for resident employees' ICRC Default non-occupational health insurance, Accident and occupational health insurance, medical expenses covered, cover limits, and management of special cases.
Receive and analyze all medical bills of resident staff and their dependents; checks that medical bills are genuine while checking consistency between the prescription and the bill, and ensure the beneficiaries are duly registered with the ICRC.
Summarize and submit medical bills and invoices to the finance department for reimbursement in coordination with the team in Addis. Submit medical invoices and other supporting documents to staff health team in Addis for review and to submit to Manila for auditing.
Sick Leave
Follow up on resident staff sick leave and report any irregularities concerning sick leave/medical reports.
Medical Files
Files and manages employee medical files maintaining strict confidentiality to all staff medical information.
Take lead role of the medical insurance file in the AoR
Keep the staff health information or documents up to date and well shared including managing the Team Space of the SDs.
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
Travels to other ICRC sites when requested
Degree in Medicine or Nursing (Registered Nurse)/Health officer with a minimum of 3 year of experience related to health
Experience in mental health and stress management
Experience in medical evacuation and transportation
Knowledge of tropical health and public health
Fluent knowledge of English, Tigrigna and Amharic; Knowledge of other local languages is an asset.
Proficient in Computer literacy (MS Office).
