Job Description

Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) project in Ethiopia.

Chemonics seeks a Procurement Manager for the USAID Urban Water, Sanitation, and Hygiene (WASH) Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.

The Procurement Manager will be responsible for facilitating the procurement process for operational and project procurement. The Procurement Manager will review overall procurement processes, forms, and templates in compliance with USAID rules and regulations and Chemonics policies and procedures. This position will report to the Director of Finance and Operations and be based in Addis Ababa, Ethiopia. 

Responsibilities:

  • Lead the Activity’s procurement efforts and provide training for program staff on the procurement process with necessary lead times and approval requirements; 

  • Prepare RFPs, RFQs, vendor selection, tenders, purchase orders, BPAs, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures;

  • Respond in a timely manner to procurement requests from program staff and follow up on all procurements to ensure timely processing of payments;

  • Draft negotiation memos, consents to subcontract, and waivers. Contribute to the preparation of requests for approvals and/or waivers;

  •  ensure compliance with VAT reporting and reimbursement process;

  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions;

  • Develop and maintain inventory tracker and provide updated tracker to supervisor, COP, and PMU monthly;

  • As part of the inventory, develop and maintain a vendor database and a tracking system with the objective of promoting a more transparent and competitive procurement process;

  • Develop and maintain all other procurement-related documentation in e-format (and hard copy as needed);

  • Provide other procurement status reports and inventory summaries as requested;

  • Provide training to project staff on procurement policies and procedures;   

  • Submit completed procurement packages and invoices for payment to finance team;  

  • Maintain clear and concise procurement files that document Activity compliance with USAID rules and regulation, Chemonics policies and procedures, as well as Ethiopian or US government rules that affect the procurement process;

  • Ensure segregation of duties and that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g., FAR and AIDAR);

  • Ensure procurement compliance issues are elevated to the COP immediately, in particular those contained in FAR, CFR, ADS, and AIDAR regulating procurement under the contract and serve as a resource for staff with questions related to procurement;

  • Perform other duties as required or assigned; and

  • Supervises Procurement Office Assistant. Reports to Director of Finance and Operations.

Job Requirements

Qualifications:

  • Minimum of 2 years of demonstrated experience in procurement management;   

  • Bachelor's degree in relevant field

  • Proficiency with software such as Microsoft Word, Excel, and PowerPoint;  

  • Experience working in Ethiopia required. Ethiopian nationals are encouraged to apply.  

  • Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred.
