Job Description

Job Purpose:

  • The purpose of this position is to ensure that the Emergency Lifesaving Health and Nutrition Responses to conflict and drought affected vulnerable communities project implementation is in line with donor requirements, the country protocols and international standards through effective technical support to Health Workers at HFs and ensuring quality CMAM service with maximum coverage. The Health and nutritio officer is responsible for planning, implementation and monitoring of CMAM, in particular responsible for management of Sever Acute Malnutrition in OTPs and SC including cross cutting issues like accountability, gender, inequality, HIV/AIDS, DRR and controlling the spread of COVID-19. He/she will be responsible to monitor and support the implementation of TSFP by the woreda government and insure linkage of the program with other CMAM components and IYCF program

Main duties & Responsibilities:

Technical Support and Facilitation

  • Ensure baseline and end line health facility assessments are conducted before technical and logistical support started and at the end of the project period and produce well-articulated assessment report   

  • Ensure, that the OTP/SC/TSFP components of the  Integrated Emergency Nutrition project is of good quality and is reaching international standards for performance with support from the project manager

  • Support staff development through coaching and mentoring to enhance the capacity of project and MoH staff

  • Participate in nutrition and coverage surveys and other assessments as needed

  • Ensure referrals and linkage between the TSFP and OTP/SC CMAM components

  • In collaboration with MoH staff,  plan, organize and facilitate  IYCF and SAM management  trainings to health center / health post staff

  • Ensure the OTP,TSFP and SC program to run through the existing MOH structure

  • Support HFs and HWs for proper management of OTP/SC/TSFP stocks, monitor rates of consumption and ensure supplies are ordered  on timely manner

  • Support and lead outreach activities and insure Outreach workers are well equipped with CMAM,CMAM surge, IYCF and Early warning concepts

  • Prepare work schedule for outreach workers and align schedules with OTP days, TSFP days and Vaccination dates at Health post level

  • Ensure other Maternal and child health programs like EPI, ANC, PNC implemented according to MOH standards Insure Health center pharmacies adhere to IPLS protocols

  • Identify priority Health and nutrition training needs and prepare training plan in collaboration with project manager

  • Conduct capacity building training for the staff members on various Health and Nutrition related topics based on the assessment to ensure quality implementation

  • Participate in budget preparation and revision and give appropriate input for Health and Nutrition Sector,

  • Ensure that activities are implemented according to quality required and agreed plans

  • Provide technical support and coach field staffs to build their capacity to perform their assigned roles and responsibilities;

  • prepare training reports, Update health and nutrition training Database regularly and submit to Project manager

Monitoring and Evaluation

  • Ensure baseline and end line health facility assessments are conducted before technical and logistical support started and at the end of the project period and produce well-articulated assessment report

  • Plan and implement frequent and regular joint supervision monitoring to OTP, SC and TSFP sites with Woreda health office and other government sectors as needed

  • Liaise with health center and health post staff on the planning, implementation and monitoring of OTP and SC in their locations

  • Monitor and ensure quality of CMAM implementation and maintain its data for further analysis 

  • Take part in any nutrition related assessment, surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of the emergency response activities Conduct and Document any lessons/ learnings

Coordination and networking

  • In collaboration with project Manager, facilitate and participate regularly at Woreda level health and nutrition taskforce meetings to be chaired by the Woreda health office and/or Disaster Preparedness and Prevention Office/DPPO Strongly collaborate with CMAM surge officer and Early warning officer to integrate CMAM surge component with the woreda early warning system and CMAM components

  • Strongly liaise with Health extension workers and Health center staffs for effective and coordinated work flows

  • Establish and maintain smooth working relationships with Concern staff, government bodies and other stakeholders

Planning, Reporting and Accountability

  • Prepare monthly progress reports and any other required documentation for submission to the Project team leader/manager

  • Ensure and support the Woreda Health Office (WoHO) staff in reporting, recording and supply management of OTP and SC program

  • Ensure  weekly and monthly reports are submitted to the project manager using appropriate format (narrative and statistics with database)

  • Report any problems in a timely manner to the Project team leader/Manager

  • Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.

  • At all times, adhere to policies and guidelines of Concern.

  • Support on cascading induction on   mainstreaming gender, protection, accountability, HIV/AIDS, and equality to other project staff.

  • Ensure proper documentation of good practices, success stories, challenges for learning  and sharing

Safety and Security

  • Respect the Ethiopia Standard Operating Procedures and ensure the safety and security of staff working under her/his supervision in line with the Security Management plan (SMP) and Safety First guidelines

 Additional Duties

  • Perform other duties assigned by the line manager for the accomplishment of program objectives.

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Job Requirements

Person specification:

  • BSc Degree in Public Health, Nursing and Nutrition with minimum of three years or Diploma in clinical nursing and  five years relevant experience

  • Profound experience in CMAM,IYCF and CMAM surge particularly SAM management

  • Basic/TOT training on SAM management (2019 guideline) is compulsory. Having TOT/Basic training on IYCF, ICCM, CMAM surge, EPI,DHIS2, IPLS data management, coaching and mentoring is highly advantageous.

  • Computer literate

  • NGO experience in emergency projects is highly advantageous

  • Good communication and report writing skills

  • Good negotiation skill with government and other agencies

  • Ability to communicate effectively in both oral and written English.

  • Good interpersonal skills and team player with sensitivity to cultural diversity

  • Ability to work under pressure

  • Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic.

  • Experience in providing training and capacity building for staff
