With more than 200 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 35 member states. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.
The GIZ African Union Office headquartered in Addis Ababa, Ethiopia, with further staff based in South Africa, Ghana, and Germany provides services and support in the areas of procurement, financial management, events and travel, human resources, internal operations, communication, and portfolio management to all GIZ programmes and projects that are implemented in partnership with the African Union.
The project “Support to the African Union (AU) on Labour Migration and Free Movement” of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH cooperates with the African Union Commission (AUC) to promote the implementation of continental and regional migration policies with a focus on labour migration and free movement in Africa. The GIZ Project “Human Rights & Women’s Empowerment” focuses on strengthening of the implementation of continental commitments on gender equality and human rights in Africa.
Responsibilities
The specialist will design and manage the M&E system for the project as well as support tasks related to Knowledge Management and communication.
General Tasks
Application and further development of efficient result-oriented M&E systems.
Support the conception, design and revision of instruments and processes for data collection and evaluation.
Cooperate with the technical advisors in contributing to the M&E system, including support alignment to partner’s M&E where possible. Mainstream the application of the M&E system and ensure its utilization by the project team.
Monitoring and documenting all project activities and progress towards achieving the project goals; ensure multi-level result measurements (outputs/outcomes/impacts).
Provision of appropriate input for various project reports and documents including annual and progress reports regularly on the status of results.
Provision of appropriate input for various communication materials including fact sheets, project articles and social media inputs
Support of studies to be conducted to analyze the results of the project. Drawing up of ToRs for specific purposes (e.g., evaluation, baseline surveys, need assessments etc.).
Work closely with Finance Manager in updating the GIZ Output-Cost Monitoring System in line with planned activities.
Managing the Projects DMS folders and Files on MS Teams, ensuring all documents are filed correctly and following up with team members when information is missing.
Occasional drafting of concept notes on thematic areas for internal reflection and/or in preparation for Commissioning Partner requests (such as project updates, briefs or factsheet content)
Active participation in relevant GIZ AU Portfolio working groups or communities of practice on M&E, Knowledge Management and communication.
Qualifications
University degree in Political Science, Development Studies or related studies.
Professional experience
Experience working in the Development Sector, in particular areas such as Migration, Governance and Human Rights.
Experiences with M&E systems, preferably with GIZ or any other international organization.
Expertise and experiences with collecting, compiling and analysing quantitative and qualitative data, and its application for result-oriented monitoring and evaluation.
Experience with integrating gender and inclusion considerations into monitoring processes.

Strong organizational, planning, and self-management competences, ability to deal with multiple tasks simultaneously, solve problems (solution-oriented mindset), and meet deadlines while maintaining a high level of empathy and quality of work

Very good working knowledge of ICT technologies (related software) and computer applications (e.g. MS Office)
Knowledge of development cooperation and international cooperation
Social, intercultural understanding and interest, flexibility, sense of diplomacy, ability to work in a politically sensitive environment, highly motivated
Willingness to upgrade skills as required by the tasks to be performed
Ability to work proactively and independently
Exhibits conscientiousness, integrity and loyalty
Very good communication skills, both verbally and written
Excellent writing, reading and speaking of English. Other AU languages are an asset.
Readiness to travel to partner locations and event locations, when required
