The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. IOM works closely with governmental, intergovernmental, and non-governmental partners in the field of migration. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the general supervision of Senior Programme Support Coordinator, direct supervision of the Programme Support Coordinator, and in close cooperation with all programme units, the successful candidate will be supporting the planning, budgeting, implementation, liaison, communications, and reporting for relevant projects and programmes.
The incumbent will furthermore serve as the Mission’s Gender Focal Point and, in liaison with IOM’s Gender and Diversity Unit (GDU) at HQ, advance gender equality and sensitivity within the Mission and ensure that a gender perspective is mainstreamed throughout all IOM Ethiopia’s activities and programming.
In particular, he/she will undertake the following responsibilities and accountabilities.
Responsibilities and Accountabilities:
Coordinate the overall implementation of programme support including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials.
Identify potential areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
Contribute to ensuring that cross-cutting issues such as gender, children, environment and other vulnerable groups are considered during programme development and implementation.
Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
Supervise, train, and guide project staff.
Undertake duty travel as required related to project implementation and monitoring.
Perform other related duties as assigned.
Education
· Master’s or bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution
Experience
· Desirable of four/ a minimum of two year’s of relevant professional experience for MA holders or a desirable of nine/ a minimum of seven year’s of relevant professional experience for BA holders.
· Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
· Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Languages
· Fluency in English (oral and written).
· Knowledge of Amharic and other local languages
Skills
· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
· Knowledge of UN and bilateral donor programming.
· Knowledge of financial rules and regulations.
