Program Description:
The USAID-funded Ethiopia Civic Engagement Activity is a four-year activity with the overall goal to strengthen Ethiopia’s civic fabric in support of more inclusive, peaceful, and responsive governance. The project aims to strengthen civic and community-based actors’ capacity to engage in policy analysis, advocacy, dialogue, and collective action for peaceful, democratic change; and foster multi-stakeholder civic partnerships in support of inclusive dialogue, respect for human rights, and advancing more effective, citizen-responsive, and accountable governance.
Position Summary:
The Gender Equity, Social Inclusion (GESI), and Youth Advisor leads the integration of GESI and youth empowerment within the Ethiopia Civic Engagement Activity and improves the quality and relevance of social inclusion including gender and youth in program activities. The GESI & Youth Advisor provides guidance on gender, social inclusion, and youth mainstreaming through project implementation and will take the lead on ensuring GESI/ youth policy and practice are inherent in all programmatic operations and activities.
Reporting: The GESI & Youth Advisor reports to the Program Director.
Expected Outcomes:
The project’s youth empowerment strategy is implemented in compliance with the project work plan and client expectations;
The project’s gender equality and social inclusion strategy is implemented in compliance with the project work plan and client expectations;
The project meets or exceeds required GESI and youth indicators established in the Monitoring & Evaluation Plan (MEL Plan) and client reporting requirements; and
The project successfully strengthens organizational capacity in project partners, government, and stakeholders to incorporate gender equality, social inclusion, and youth empowerment strategies and approaches that contribute to sustainability beyond the life of project.
Responsibilities
Contribute to the baseline GESI analysis during program start-up; working with project team and partners to co-design and implement a GESI strategy and GESI auditing tools.
Conduct staff and partner capacity analysis and strengthening, to ensure that all staff are engaged and allied to work as one-team to support and mainstream youth empowerment and GESI.
Facilitate youth and gender analysis and maintains ongoing monitoring and evaluation of gender focused initiatives and activities.
Identify and engage relevant local stakeholders to support integrated youth and gender analysis and assist in socializing interventions.
Provide oversight and contributions to the activities and grant development process that will ensure that the process is equitable, accessible, and inclusive to youth, minority, and women-owned and operated entities.
Work with technical team and potential beneficiaries, partners and/or grantees to ensure that all programmatic capacity strengthening provided by the project exemplifies best practice in gender, youth, and inclusion.
Contribute to monitoring and evaluation activities focusing on youth and GESI.
Support the design and implementation of youth and GESI related indicators.
Other duties as assigned.
Qualifications
Strong background in and understanding of youth empowerment.
Bachelor's degree in social studies, women’s studies, international development, or a related field. master's degree preferred.
At least six (6) years demonstrated experience working with one or more of the following: youth and/or gender and social inclusion, preference for experience in all three areas.
Demonstrated experience in developing and implementing GESI and youth empowerment plans in culturally, politically, and security sensitive environments.
Youth, gender, social inclusion programming experience under donor-funded projects, preferred. USAID experience preferred.
Experience and knowledge of issues related to women, youth, and social inclusion in the context of governance, conflict prevention, and resilience-building are required.
Experience and knowledge of issues related to women, youth, and social inclusion in Ethiopia.
Professional proficiency in English is strongly desired.
