JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)
Position Summary:
Oversee that all employee records and files are properly maintained. Prepare different letters including employment and termination-related letters, and other letters of the department by working together with HR team.
Major Responsibilities:
Facilitate the recruitment process (JD review, advertisement, screening, interview & selection, draft offer letters, facilitate all the new staff documentation requirements, etc) of different positions as requested
Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paperwork/hire pack is processed accurately.
Ensure that the recruitment process is fair and clear and in line with JSI/Donor and Labour law.
Prepare or review new employees’ contract agreement and ensure the new employees’ data is up to date on the system whenever new contract is approved.
Review back payments, and payroll adjustments for open and definite period employees.
Schedule individual and group level inductions for the newly recruited staff,
Ensure that all personnel documents for staff are updated and maintained in the personnel files including ex-staff files in line with the JSI/doner/local law requirements,
Facilitate staff annual leave, annual performance management, contract extension, termination, advance notice, promotion, transfer, change of position title and other relevant communication,
Facilitate staff insurance, pension and stamp duty process have been finalized on a timely basis,
Ensure pension payment in relation to the back payments should be prepared and paid in a timely manner.
Process staff exit including staff clearance and work certificate letters as per the termination plan,
Support the staff wellness programs
Support organizing different staff meetings and retreat
Support the social committee in organizing different activity
Job Requirements
BA Degree in Management, Business Administration, Accounting or related
5 years’ experience in Human resource.
NGO experience in Human resource is preferable.
Strong organizational skills
Computer literate especially word, Excel and databases.
Proven operational HR track record – experience of providing a generalist HR service across a full range of HR issues
Excellent skills in handling and advising on complex people management issues
Experience of and well-developed skills in recruitment and selection
Good attention to detail
Good facilitation skills and ability to deliver induction briefing/training
Strong communication (written and spoken), and interpersonal skills in English
Ability to work under pressure.
Speaking of more than one local language is a plus.
