Job Description
BACKGROUND:
John Snow, Inc. (JSI) is a global public health consulting firm dedicated to greater health equity and improving the health of individuals and communities. JSI has been working on public health in Ethiopia for more than 25 years.
JSI is implementing the five-year Digital Health Activity (DHA) in Ethiopia, which is funded by the United States Agency for International Development (USAID). It aims at building a sustainable health information system (HIS) through digitization of the health system, data use, and governance of the HIS.
As part of its support, DHA established 17 youth enterprises (YEs) by providing technical and financial support to engage them in digital health interventions. These enterprises provide digital tool development, deployment, local area network installation, and on-the-job training to health facilities in Ethiopia.
JSI’s Strategic Information (SI) is one of the internal work streams supporting JSI in areas of measurement, evaluation, research, knowledge management and communications. The SI is looking for an experienced individual consultant to produce evidence on the YEs to inform policy and programs.
GENERAL INFORMATION
Services/Work Description: Recruitment of short-term Consultant for JSI’s DHA

OBJECTIVE OF THE CONSULTANCY
The purpose of this consultancy assignment is to produce evidence on the barriers and facilitators affecting the success of the YEs.
SCOPE OF WORK
Under the supervision of JSI, the consultant will be responsible for the following activities:
● Develop the study proposal in consultation with the SI team at JSI.
● Review the proposal with implementing partners such as capacity building and grant management team at JSI.
● Recruit and train experienced data collectors and supervisors.
● Prepare, format and test survey tools.
● Organize and provide logistical support to data collectors and supervisors.
● Review and analyze the collected data.
● Analyze, interpret, compile and produce printable versions of the final report.
● Produce draft manuscript for publication.
METHODOLOGY
The consultant will apply a qualitative approach to generate evidence on the barriers and facilitators affecting the success of YEs.
DURATION OF THE ASSIGNMENT
The assignment will be implemented over a period of 60 working days starting from the signing of the contracts.
EXPECTED DELIVERABLES
● Study proposal that includes methodology, interview guides and a clearly defined work schedule for the assignment.
● Draft report with recommendations.
● Final draft report incorporating comments and inputs.
● Validation workshop, which will be organized by JSI.
● Final research/study document.
● Draft manuscript for publication.
ACTIVITY MILESTONES

REQUIRED QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES
Educational Qualifications:
● At least master’s degree in social studies (i.e., economics, cooperative studies), public health or other relevant fields; and
● Background degree in social studies and related fields, training in information technology and/or digital health technology is desirable.
Experience, skills and language:
●At least 5 years of experience in research, data collection and analysis, and report write-up;
● Documented experience in collecting, analyzing and presenting qualitative data;
● Documented experience of at least two qualitative study publications as a lead author;
● Experience in implementation, monitoring and evaluation of digital health technologies;
● Excellent planning and facilitation skills, and ability to handle multiple tasks simultaneously and flexibly;
● Excellent oral and written communication skills in English and local languages; and
● Be ready to assume work as soon as possible.
